About this opportunity

The Department of Housing and Urban Development is soliciting applications for project-based rental operating assistance serving extremely low-income persons with disabilities through the Section 811 Project Rental Assistance Program, with applications due by 11:59:59 PM Eastern Time on July 13, 2026.

Eligible applicants are state or local housing agencies currently allocating Low-Income Housing Tax Credits or administering HOME Investment Partnerships programs. Only one applicant per state is eligible. Applicants must have executed an Inter-Agency Partnership Agreement with their state's health and human services agency and Medicaid agency prior to application submission. Applicants must demonstrate experience managing affordable housing programs and administering project-based rental assistance.

Approximately $158 million in funding is available through cooperative agreements, with an estimated 16 awards. The Cooperative Agreement is structured as a minimum 20-year commitment, with the initial award providing funding for a five-year budget period. The performance period extends through September 30, 2046 from the Cooperative Agreement execution date. Administrative costs are capped at 8 percent of the award.

The program promotes innovative state-level strategies to increase access to new and existing affordable supportive housing for persons with disabilities and supports collaborations between state housing agencies and state health and human service/Medicaid agencies to increase access to supportive services. Housing agencies may directly administer rental assistance contracts or contract with qualified third parties for administration. The program funds the difference between tenant rent contributions (capped at 30 percent of adjusted monthly income) and contract rents that do not exceed Fair Market Rent limits unless substantiated by market studies.

Merit review consists of four rating factors: Applicant and State Health and Human Service/Medicaid Agencies' Relevant Experience, Capacity, and Readiness (33 points); Need/Using Housing as a Platform for Improving Quality of Life (5 points); Soundness of Approach/Implementation Plan (55 points); and Achieving Results, Program Innovation and Evaluation (7 points). Applications must be submitted electronically through Grants.gov unless a waiver is granted at least 15 calendar days prior to the deadline.

Assistance Listing / CFDA number: 14.326.

Synopsis

The 811 PRA program promotes the development of innovative state-level strategies to increase access to new and existing affordable supportive housing units for persons with disabilities. The program also supports collaborations between State Housing Agencies and State Health and Human Service/Medicaid Agencies to increase access to supportive services. Many states have already formed partnerships to address this need, and HUD intends to further support these efforts while incentivizing other states to take similar approaches. This program gives states the flexibility to award and administer these funds to address the shortage of affordable and integrated housing for persons with disabilities. Housing agencies may either directly administer the rental assistance contracts for eligible properties or contract with other qualified parties to administer this assistance.
