Project Rental Assistance Program of Section 811 Supportive Housing for Persons with Disabilities
This Section 811 Project Rental Assistance (PRA) Program seeks to identify, stimulate, and support sustainable state approaches that will transform the provision of housing for persons with disabilities while providing access to appropriate supports and services. This NOFA will provide project-based rental assistance funding to housing agencies. These funds are available to be used as project-based rental assistance for housing units integrated within multifamily properties that are set-aside for extremely low-income persons with disabilities who are eligible for community-based long-term care services and supports provided under a State Medicaid Program or other comparable long-term services program. Awards also allow limited use for administrative costs. Any other use of funds is prohibited. This Section 811 PRA program will support successful and promising state partnership models that have been developed to increase the number of permanent housing units for persons with disabilities with access to appropriate services. NOTE: This is not a voucher program. This NOFA allows states to creatively combine or bundle Section 811 PRA funds with existing state administered affordable rental housing finance and development programs. Housing agencies may either directly administer this project rental assistance to supported properties or in instances where there is limited experience, housing agencies are encouraged to partner/contract with other qualified parties to administer the long-term project rental assistance contracts. A major threshold requirement of the program is that the state housing agency must have a focused partnership with the State Health and Human Service/Medicaid Agencies that will be responsible for ensuring that residents have access to the services and supports necessary to live in the community.

Project Rental Assistance Program of Section 811 Supportive Housing for Persons with Disabilities FY 2025
The Department of Housing and Urban Development (HUD) is seeking applications for the Project Rental Assistance Program of Section 811 Supportive Housing for Persons with Disabilities for FY 2025. This $150 million program will provide approximately 15 cooperative agreement awards to state housing agencies to fund project-based rental assistance for extremely low-income persons with disabilities. Eligible applicants must have an Inter-Agency Partnership Agreement with their state's health/human services and Medicaid agencies. Key evaluation criteria include relevant experience (33 points), need/housing platform (5 points), implementation approach (55 points), and program innovation (7 points). Applications must score at least 75 points to be considered for funding, and the deadline is April 17, 2025. The anticipated award date is August 1, 2025, with a 60-month performance period consisting of five 12-month budget periods. Rental units must be in properties with at least 5 units, and no more than 25% of units can be designated for persons with disabilities. Administrative costs are capped at 8% of the total award. The program aims to support collaborations between state housing, health, and human service/Medicaid agencies to increase access to affordable permanent supportive housing for this target population nationwide.

Section 811 Project Rental Assistance for Persons with Disabilities
The Department of Housing and Urban Development is seeking applications for its Section 811 Project Rental Assistance for Persons with Disabilities program. Eligible applicants are state housing agencies partnering with state health and human services agencies to provide at least 55 units of affordable permanent supportive housing with access to services. Applicants must have experience administering affordable housing programs and submit implementation plans connecting residents with supportive services. HUD will evaluate applications based on partnership agreements and plans to increase housing units, with an application deadline of February 27, 2024. Approximately $106 million is available to make around 13 awards under this funding opportunity. Funded activities will provide project-based rental assistance through 20-year contracts between grantees and property owners, allowing extremely low-income non-elderly persons with disabilities to access integrated housing nationwide.
