About this opportunity

The U.S. Department of Labor Employment and Training Administration seeks grant applications to fund employment and training services for Indian, Alaska Native, and Native Hawaiian populations throughout the United States. Eligible applicants include federally recognized tribal governments, Native American tribal organizations meeting criteria under 25 U.S.C. 5304(l), and 501(c)(3) nonprofits, including Alaska Native-controlled organizations, Native Hawaiian-controlled organizations, and Indian-controlled organizations serving the target population. Grant recipients will deliver comprehensive employment services, career pathways, work-based learning, short-term credentials, pre-apprenticeships, and supportive services to help participants achieve economic self-sufficiency. Applications will be evaluated on 100 points across six categories: proposed service area strategy and employment needs (28 points), project design (18 points), workforce system relationships (8 points), organizational and fiscal capacity (20 points), past performance and programmatic capability (18 points), and budget narrative (8 points), with a cost-per-participant target of $6,500 or less. The application deadline is May 22, 2026, at 11:59 p.m. Eastern Time, submitted through Grants.gov, and applicants must submit an SF-424 form, SF-424A budget form with narrative, and a 4-Year Strategic Plan limited to 20 pages.

Approximately $76 million in federal funding will support approximately 163 grants, with individual award amounts ranging from $18,024 to $5,998,062. Recipients selected in Program Year 2026 will receive annual grant awards for three subsequent program years (PY 2027, 2028, and 2029), contingent on satisfactory performance and federal appropriations, resulting in a potential four-year funding commitment. The expected period of performance begins July 1, 2026, and extends for 36 months, with services delivered within designated geographic service areas including Indian reservations, Oklahoma Trust Land areas, Alaska, and Hawaii. New entities must demonstrate a designated service area population that would receive at least $100,000 under the federal funding formula, though incumbent grantees receiving less than $100,000 as of October 18, 2016, are grandfathered in and eligible for awards below this threshold.

Synopsis

The Indian and Native American Program (INAP) supports employment and training activities for Indian and Native Americans throughout the United States by awarding grant funding to eligible entities at the local level for the provision of employment services. Grant award recipients may use funding to help all eligible Indian and Native Americans (INA), including Alaska Natives and Native Hawaiians, with employment, financial assistance for education and training, and other supportive services necessary to achieve economic self-sufficiency.Per the requirements outlined in Section 166 of the Workforce Innovation and Opportunity Act (WIOA) and implementing regulations found at 20 CFR Part 684, the Department must hold this INAP grant competition every four years. Recipients receiving an award as a result of this competition in Program Year 2026 will also receive one grant award annually for three subsequent program years, based on annual Departmental requirements and subject to appropriated funding. Current recipients of the INAP Employment and Training Grants that received an award and subsequent annual allotments under the last competition in 2022 (FOA-ETA-22-05) must apply under this Funding Opportunity Announcement if they wish to receive additional funding.
