About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Office of Coast Survey is soliciting proposals to establish a single cooperative agreement for operating the Ocean and Coastal Mapping Center 2026, which will advance the nation's capacity for modern ocean and coastal mapping through innovative technologies and workflows. Eligible applicants are institutions of higher education in the United States that can demonstrate suitable facilities including office and research space, suitably outfitted vessels, educational infrastructure, IT infrastructure, ocean mapping technology laboratory facilities, and pier/waterfront facilities. The program prioritizes expanding hydrographic data accessibility through sensor integration and automated processing, advancing cartographic data applications including S-100 Universal Hydrographic Data Model integration, and prioritizing coastal and marine data management with emphasis on artificial intelligence and machine learning applications. Proposals will be evaluated on five criteria: importance and relevance to research-to-operations transition (10 points), technical and scientific merit (30 points), overall qualifications of applicants (25 points), project costs (20 points), and broader impacts and outreach (15 points). The full proposal deadline is May 11, 2026, at 11:59 p.m. Eastern Time, with a project start date between October 1, 2026, and July 1, 2027.

The total anticipated funding for this award is approximately $8,500,000 over five years, with approximately $1,600,000 released annually in each fiscal year from 2026 through 2030. This is a single multiyear cooperative agreement structured as a 5-year award. The selected institution must be located in the United States and capable of serving as the operational center for ocean and coastal mapping initiatives, with demonstrated capacity to maintain the required facilities and infrastructure throughout the award period.
