About this program
The National Oceanic and Atmospheric Administration's Office of Coast Survey administers the Hydrographic Services program (CFDA 11.402) to fund research, development, and graduate education in hydrographic and ocean mapping sciences; the most recent grant opportunity closed May 11, 2026.
The program supports research, development, and training across hydrographic sciences, oceanographic sciences, cartographic technology, geophysical and geodetic science, and related ocean and coastal mapping disciplines. Funded work includes adaptation of mapping technologies into operational use and expertise development in emerging ocean and coastal mapping methodologies. A current open solicitation, Ocean and Coastal Mapping Center 2026 (NOAA-NOS-OCS-2025-30563), seeks a single five-year cooperative agreement with an institution of higher education totaling approximately $8.5 million, with approximately $1.6 million released annually beginning in FY 2026.
Eligible applicants include institutions of higher education, state and local governments, Indian tribal governments, public and private nonprofit organizations, and U.S. territories and possessions. Federal agencies and foreign governments may participate as partners but cannot serve as primary recipients. For Joint Ocean and Coastal Mapping Centers specifically, only institutions of higher education may apply as primary applicants.
Awards are predominantly Cooperative Agreements. Proposals undergo merit review with rank ordering by a Selecting Official; selection may occur outside rank order based on funding availability, geographic and institutional balance, applicant prior performance, program priorities, partnerships with targeted groups, duplication avoidance, and NEPA documentation sufficiency. Preapplication coordination is required. Recipients expending $750 thousand or more in federal awards annually must obtain a single or program-specific audit; entities spending less are exempt.
The program targets competitive and non-competitive grants. Official award notice comes from a NOAA Grants Officer by mail or electronic notification; pre-award costs are at applicant risk unless incurred after authorization from a federal grants officer.
