About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) seeks proposals for a single cooperative agreement to establish an Ocean and Coastal Mapping Center of Excellence at an institution of higher education. The selected institution must operate a hydrographic center that advances ocean and coastal mapping capabilities through expanded data accessibility, cartographic applications, marine modeling and forecasting, and education in hydrographic sciences. Applicants must demonstrate substantial facilities including office and research space, waterfront access with vessel support capacity, and robust IT infrastructure with cloud-based data management systems. Proposals will be evaluated on five criteria: importance and relevance to program goals (30 points), technical and scientific merit (20 points), overall applicant qualifications (25 points), project costs and effectiveness (15 points), and outreach and education commitment (10 points). The application deadline is 11:59 p.m. Eastern Time on May 11, 2026, and applicants must register with SAM.gov, Grants.gov, and eRA Commons prior to submission.
The total anticipated funding is approximately $8,500,000 over a five-year award period from October 1, 2026, through September 30, 2031, with approximately $1,600,000 released annually beginning in FY 2026. The cooperative agreement will include substantial federal involvement, with a NOAA co-director and up to 14 NOAA employees co-located at the selected institution. Performance will take place at the selected institution of higher education, which must provide suitable office, research, educational, and waterfront facilities to support the center's operations and mission.
Synopsis
The purpose of this notice is to solicit proposals for a single cooperative agreement between NOAA and an institution of higher learning as authorized in the Ocean and Coastal Mapping Integration Act and the Hydrographic Services Improvement Act. Proposals submitted in response to this announcement should advance the purposes of the Acts by addressing the Program Priorities described in this announcement.
This will be a 5-year, multiyear award. The intent is to make a single 5-year award. Total anticipated funding for this award is approximately $8,500,000.00, with approximately $1,600,000.00 to be released in FY 2026 and each subsequent year of the 5 years.
