About this opportunity
The National Institutes of Health is seeking research proposals for basic science experimental studies involving human participants that meet both the NIH definition of clinical trials and qualify as basic research. This Parent Notice of Funding Opportunity (PA-25-303) supports discrete, specified research projects where investigators prospectively assign human participants to experimental conditions and assess biomedical or behavioral outcomes to understand fundamental phenomena without specific application toward commercial processes or products. Applicants must demonstrate that their proposed research aligns with the programmatic interests of one or more NIH Institutes and Centers based on their scientific missions. Proposals will be evaluated on scientific merit and general significance, technical adequacy of experimental design, investigator competency, adequacy of facilities and resources, budget necessity, and relevance to announced program objectives. The application deadline is May 24, 2026, with the opportunity available to a broad range of eligible applicants including higher education institutions (public and private), nonprofits, small businesses, tribal organizations, state and local governments, and for-profit entities.
Award amounts vary significantly depending on the specific research project and funding mechanism, with historical NIH awards supporting research across multiple federal grant programs ranging from approximately $25,000 to over $16 million for large-scale initiatives, typically supporting project periods of one to five years. Research will be conducted at recipient organizations' facilities throughout the United States. Applications undergo a comprehensive review process with initial evaluation by peer review panels assessing scientific merit, followed by secondary review by the relevant NIH Institute or Center's advisory council, with review and approval timelines generally requiring seven to nine months from application submission to funding decision.

Update #2 · Latest ·
The NIH Research Project Grant supports a discrete, specified, circumscribed project in areas representing the specific interests and competencies of the investigator(s).This Parent Notice of Funding Opportunity is for basic science experimental studies involving humans, referred to in NOT-OD-18-212 as prospective basic science studies involving human participants. These studies fall within the NIH definition of a clinical trial and also meet the definition of basic research. Types of studies that should submit under this NOFO include studies that prospectively assign human participants to conditions (i.e., experimentally manipulate independent variables) and that assess biomedical or behavioral outcomes in humans for the purpose of understanding the fundamental aspects of phenomena without specific application towards processes or products in mind. Studies conducted with specific applications toward processes or products in mind should submit under the appropriate Clinical Trials Required or Clinical Trial Optional NOFO.The proposed project must be related to the programmatic interests of one or more of the participating NIH Institutes and Centers (ICs) based on their scientific missions.
