About this opportunity
The Department of State Bureau of Near Eastern Affairs is soliciting statements of interest for innovative foreign assistance programs benefiting partner countries in the Near East and North Africa region, with a deadline of September 30, 2026, under a cooperative agreement funding mechanism (CFDA 19.600).
Eligible applicants include not-for-profit organizations (including think tanks and civil society organizations), public and private educational institutions, for-profit organizations, and public international organizations and governmental institutions. Applicants must be legally registered entities; individuals are not eligible. For West Bank projects, recipient organizations must be locally registered, though non-registered applicants may partner with locally registered organizations as lead applicants. All applicants must obtain and maintain valid UEI registration via SAM.gov before submitting Phase 2 applications, though registration in progress at submission is acceptable if completed before project commencement.
Projects must demonstrate how foreign assistance will be leveraged as a tool of statecraft to advance U.S. economic, security, and diplomatic objectives, with explicit emphasis on promoting trade over aid, championing American enterprise and infrastructure, and catalyzing private capital through market principles. Priority sectors include energy, ICT and digital infrastructure, agribusiness and food technology, port and transport logistics, and financial services. Projects must increase U.S. exports, reduce market access barriers for U.S. firms, and promote adoption of U.S.-aligned technology standards.
Recent awards under this program have ranged from under $250,000 to $5 million, with typical awards clustering between $2 million and $3.75 million. All applicants must undergo pre-award coordination with NEA/AC program officers and pass terror finance screening. Project and financial records must be retained for three years. The initial submission requires a 1–3 page statement of interest through the Department of State MyGrants system.
Synopsis
The Bureau of Near Eastern Affairs' Office of Assistance Coordination (NEA/AC) of the U.S. Department of State announces an open competition for organizations to submit a statement of interest (SOI) for innovative foreign assistance programs benefitting partner countries that also advance U.S. commercial diplomacy and place American interests first. SOI must demonstrate how projects will leverage foreign assistance for U.S. partners as a tool of statecraft to advance U.S. economic, security, and diplomatic objectives. Programming should promote trade, not aid, by leveraging assistance resources to champion American enterprise and infrastructure and catalyze private capital through market principles.
