About this opportunity

The U.S. Department of State Bureau of Near Eastern Affairs seeks applicants for innovative foreign assistance programs in the Near East and North Africa through the NEA/AC Regional Annual Program Statement, with statements of interest due September 30, 2026. This cooperative agreement opportunity targets $190 million in funding pending availability and requires applicants to demonstrate how projects leverage assistance as a tool of statecraft to advance U.S. economic, security, and diplomatic objectives while promoting trade over aid through private sector engagement.

Eligible applicants include not-for-profit organizations (including think tanks and civil society groups), public and private educational institutions, for-profit organizations, and public international organizations and governmental institutions. Cost share is encouraged but not required; any program income must be treated under 2 CFR 200.307 rather than distributed as profit.

Awards will be structured as grants, fixed amount awards, or cooperative agreements with individual award ceilings of $20 million to $30 million and floors of $250,000, depending on country. The period of performance runs 12 to 36 months with an anticipated October 1, 2026 start date. Eligible countries include Algeria, Bahrain, Iraq, Lebanon, Libya, Morocco, Oman, Tunisia, West Bank, and regional initiatives; each country carries specific priority sectors including energy development, emerging technologies (AI and telecommunications), critical infrastructure, critical minerals, advanced manufacturing, regional economic integration, and workforce training.

The application process is two-phase. Phase 1 requires submission of a concise 1- to 3-page statement of interest via MyGrants; organizations need not register with SAM.gov or obtain a Unique Entity Identifier until Phase 2. Merit review evaluates proposals on Quality of Program Idea (50 points), Organizational Capacity and Record on Previous Grants (35 points), and Program Planning and Ability to Achieve Objectives (15 points). Awards will be made on a rolling basis with monthly reviews. Questions may be submitted monthly to nea-grants@state.gov with answers posted via MyGrants within one week of the 15th of each month.

The opportunity is listed under CFDA 19.600.

Synopsis

The Bureau of Near Eastern Affairs' Office of Assistance Coordination (NEA/AC) of the U.S. Department of State announces an open competition for organizations to submit a statement of interest (SOI) for innovative foreign assistance programs benefitting partner countries that also advance U.S. commercial diplomacy and place American interests first. SOI must demonstrate how projects will leverage foreign assistance for U.S. partners as a tool of statecraft to advance U.S. economic, security, and diplomatic objectives. Programming should promote trade, not aid, by leveraging assistance resources to champion American enterprise and infrastructure and catalyze private capital through market principles.
