About this opportunity

The Department of State Bureau of Near Eastern Affairs seeks applicants for innovative foreign assistance programs benefiting partner countries in the Middle East and North Africa region by September 30, 2026, structured as a two-phase statement of interest (SOI) process that advances U.S. commercial diplomacy and positions American economic, security, and diplomatic interests as primary objectives.

Eligible applicants include U.S. and non-U.S. for-profit organizations, nonprofits, educational institutions, and public international organizations; individuals cannot apply. Cost-sharing and local partnerships are encouraged but not mandatory. No minimum organizational track record is required.

The opportunity offers $190 million in Economic Support Funds and National Security Investment Program Funds as grants, fixed amount awards, or cooperative agreements. Individual award ceilings range from $20 million per country to $30 million for Lebanon, with a floor of $250,000. Anticipated awards number 1 to 9 grants based on funding availability. Projects must be completed within 12 to 36 months, with an anticipated start date of October 1, 2026.

Phase 1 requires submission of a concise 1–3 page SOI describing the problem, proposed solution, anticipated outcomes, and theory of change; applicants need not complete SF-424 forms or hold SAM.gov registration for this stage. Rolling reviews occur at least monthly. Selected Phase 1 applicants advance to Phase 2 full proposals, which require a Unique Entity Identifier and active SAM.gov registration.

Eligible countries are Algeria, Bahrain, Iraq, Lebanon, Libya, Morocco, Oman, Tunisia, and West Bank, plus regional initiatives involving only these nations. Priority sectors include energy development and trade, emerging technologies (AI and telecommunications), critical infrastructure, critical minerals, advanced manufacturing, workforce training, and economic recovery in conflict-affected areas. Programming must promote trade by leveraging assistance to champion American enterprise and catalyze private capital through market principles.

Evaluation criteria award 50 points for quality of program idea, 35 points for organizational capacity and grant experience, and 15 points for program planning and ability to achieve objectives. The assistance listing is 19.600.

Synopsis

The Bureau of Near Eastern Affairs' Office of Assistance Coordination (NEA/AC) of the U.S. Department of State announces an open competition for organizations to submit a statement of interest (SOI) for innovative foreign assistance programs benefitting partner countries that also advance U.S. commercial diplomacy and place American interests first. SOI must demonstrate how projects will leverage foreign assistance for U.S. partners as a tool of statecraft to advance U.S. economic, security, and diplomatic objectives. Programming should promote trade, not aid, by leveraging assistance resources to champion American enterprise and infrastructure and catalyze private capital through market principles.
