About this opportunity
The Small Business Administration seeks applicants by September 4, 2026, to deliver cybersecurity training and technical assistance to small businesses through its Manufacturing and Small Business Cybersecurity Resilience Program, with funding authority under CFDA 59.079.
Eligibility is restricted to state governments, state entities, or entities designated by the state in Indiana, Ohio, or Virginia that have demonstrated prior experience providing Cybersecurity Maturity Model Certification (CMMC) tier 1 training and managing statewide, regional, or nationwide cybersecurity training programs. No cost share or matching requirement applies.
The SBA will award up to two cooperative agreements totaling $2.5 million, with a ceiling of $2.5 million per award and no floor specified. The period of performance is 24 months, beginning October 1, 2026. Program income may be generated under the award.
The technical proposal, not exceeding 10 pages, must address four operational components: curriculum development, course delivery, assessment, and program management. Applicants must document prior experience in cybersecurity advisory services, organizational capacity to deliver training, and ability to operate at scale. Evaluation criteria emphasize organizational experience and capacity, program design, program management, collaboration with partners, and operational controls including financial management. Recipients must submit quarterly performance reports detailing participant metrics, training delivered, and participant actions, along with quarterly financial reports via GrantSolutions. Applications are submitted electronically via Grants.gov by 11:59 PM Eastern Daylight Time on September 4, 2026. Contact Traci.Giddens@sba.gov for program questions or Teresa.Clouser@sba.gov for financial matters.
