About this file

This is a justification letter from the U.S. Small Business Administration (SBA) for posting a Notice of Funding Opportunity (NOFO) with an expedited timeline of less than 30 days. The letter, dated August 13, 2026, and signed by Bruce Purdy, Associate Administrator of the Office of Small Business Development Centers (OSBDC), explains that the accelerated posting schedule is necessary due to funding expiration constraints.

The CYBER Resiliency NOFO will award up to two grants for a twenty-four-month period to support cybersecurity training and education programs designed for small businesses, with emphasis on small manufacturers when feasible. The expedited posting allows the SBA to implement awards using cyber pilot funding that expires at the end of September 2026. The SBA contact for this opportunity is Bruce Purdy, located at the OSBDC office in Washington, DC, reachable at bruce.purdy@sba.gov or 202-205-7554.

RE: Justification for posting the CYBER Resiliency NOFO for less than 30 days

This Notice of Funding Opportunity (NOFO) is designed to grant up to two awards for a twenty-four-month period for an impactful approach to providing cybersecurity training and education for small businesses with an emphasis on small manufacturers when possible. This expedited NOFO will allow SBA to implement an award using a portion of the cyber pilot funding that expires at the end of September.
