About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) is forecasting support for implementation science to advance HIV prevention, treatment, and care with an application due date of June 20, 2029. The R61/R33 phased grant mechanism carries no restrictive cost share; eligible applicants span a broad range including domestic public and private nonprofits, universities, for-profit organizations, state and local governments, tribal governments (federally and non-federally recognized), faith-based and community-based organizations, small businesses, and foreign organizations and non-U.S. components of U.S. organizations are ineligible. NIAID and 13 other NIH institutes and centers will commit $47.715 million in FY 2027 across 42–53 awards. The R61 phase supports exploratory and planning activities for up to 2 years at $750,000 direct costs annually; transition to the R33 implementation phase (up to 4 years, unlimited budget) is conditional on meeting negotiated milestones. Total project period cannot exceed 5 years. Applications must address large-scale, multi-site, or comparative implementation strategies grounded in implementation science theory and must evaluate evidence-based interventions across diverse healthcare settings. Mandatory project components include meaningful engagement of people and communities affected by HIV; integration of implementing partners in study leadership; cost-analysis components (cost-effectiveness, cost-benefit, return-on-investment); preliminary or formative data; letters of support from collaborating organizations; well-defined R61-to-R33 transition milestones; and a data management and sharing plan. Applications are due October 20, 2027 (with scientific merit review November 10, 2027, and advisory council review June 21, 2028); the earliest project start date is June 21, 2028. All applicants must maintain active SAM.gov, eRA Commons, and Grants.gov registrations, with PDs/PIs required to hold eRA Commons accounts linked to valid ORCID identifiers. Awards are subject to cybersecurity safeguards per NIST frameworks, 3-year post-award data retention, conflict-of-interest disclosures, and annual Research Performance Progress Reports including clinical trial activation and enrollment metrics where applicable.
Synopsis
The purpose of this notice of funding opportunity (NOFO) is to support implementation research on strategies to improve the uptake, implementation, sustainment, scale and/or spread of evidence-based prevention, treatment, and care interventions in communities in the U.S. significantly impacted by HIV. Projects should be large in scale with high potential for research and public health impact. Specifically, large single site studies, multi-site studies, and comparative studies are encouraged as scientifically appropriate.
