About this opportunity

The Department of Labor, on behalf of the Department of Education, is soliciting applications for the Historically Black Colleges and Universities (HBCU) and Tribally Controlled Colleges and Universities (TCCU) Research and Development Infrastructure Grants Program with an application deadline of June 23, 2026. A mandatory 1:1 cost share (including in-kind donations) applies to all awards.

Eligible applicants are HBCUs, TCCUs, tribal governments (federally recognized), and tribal organizations (not federally recognized). Approximately $15 million in funding supports five awards, with individual grants ranging from $2 million to $5 million over a 48-month performance period and an average award of $3 million. Indirect cost reimbursement is capped at 8 percent of modified total direct costs.

The program funds transformational investments in research infrastructure, including research productivity, faculty expertise, graduate programs, physical infrastructure, human capital development, and partnerships leading to sustained external funding. For HBCUs, supported activities include movement from Doctoral and Professional Universities (D/PU) classification to Doctoral Universities with High Research Activity (R2), or from R2 to Doctoral Universities with Very High Research Activity (R1) classification. For TCCUs, the program supports increases in research activities, undergraduate research opportunities, faculty development, and infrastructure improvements.

Applicants must address one of two absolute priorities: transformative research capacity initiatives by HBCUs, or research and development activity improvements by TCCUs. An invitational priority is available for projects integrating research and development infrastructure with workforce development efforts.

Applications must be submitted through Grants.gov and follow the 2025 Common Instructions for Department of Education Discretionary Grant Programs. The assistance listing is 84.116 (Fund for the Improvement of Postsecondary Education).

Synopsis

The RDI grant program is designed to provide HBCUs and TCCUs with funds to implement transformational investments in research infrastructure, including research productivity, faculty expertise, graduate programs, physical infrastructure, human capital development, and partnerships leading to increases in external and sustained funding.
