About this opportunity
The National Institutes of Health is soliciting applications for the HEAL Initiative: Studies to Enable Analgesic Discovery (R61/R33 mechanism, clinical trials not allowed) with an application due date of January 15, 2027. This funding opportunity supports initial translational research to develop safe, effective, and non-addictive therapeutics for pain management, with the objective of advancing projects to meet entry criteria for the Pain Therapeutics Development Program. The scope focuses on assay development to support drug testing funnels, screening efforts to identify hits, and initial characterization of hits and potential therapeutic agents including small molecules, biologics, and natural products.
Eligible applicants include city and township governments, for-profit organizations, public and private higher education institutions, independent school districts, small businesses, state and county governments, special district governments, tribal governments (both federally and non-federally recognized), 501(c)(3) and non-501(c)(3) nonprofits, and other eligible entities. Non-domestic entities and non-domestic components of U.S. organizations are not eligible. The opportunity also extends to historically Black colleges and universities, Hispanic-serving institutions, Alaska Native and Native Hawaiian serving institutions, Asian American Native American Pacific Islander serving institutions, tribally controlled colleges and universities, faith-based and community-based organizations, and eligible federal agencies.
The R61/R33 mechanism operates as a two-phase structure supporting drug discovery efforts. Applications receive scientific peer review by technical review panels followed by secondary review by the National Advisory Council. Award timelines typically run six to nine months from submission to funding decision. The program falls under multiple CFDA codes including Cancer Cause and Prevention Research (93.393), Arthritis, Musculoskeletal and Skin Diseases Research (93.846), and Extramural Research Programs in the Neurosciences and Neurological Disorders (93.853), reflecting the cross-cutting nature of pain therapeutics development across NIH institutes and centers.
Synopsis
This funding opportunity is part of a suite of NOFOs within the NIH HEAL Initiative to support the development of safe, effective, and non-addictive therapeutics to treat pain. The goal is to encourage initial translational efforts that will support a drug discovery program and advance projects to the point where they meet the entry criteria for the Pain Therapeutics Development Program. The scope will therefore be focused on development of assays to support a distinct testing funnel, screening efforts to identify hits, and initial characterization of hits and potential therapeutic agents (including small molecules, biologics, and natural products).
Eligibility
Other Eligible Applicants include the following: Alaska Native and Native Hawaiian Serving Institutions; Asian American Native American Pacific Islander Serving Institutions (AANAPISISs); Eligible Agencies of the Federal Government; Faith-based or Community-based Organizations; Hispanic-serving Institutions; Historically Black Colleges and Universities (HBCUs); Indian/Native American Tribal Governments (Other than Federally Recognized); Non-domestic (non-U.S.) Entities (Foreign Organizations); Regional Organizations; Tribally Controlled Colleges and Universities (TCCUs) ; U.S. Territory or Possession; Non-domestic (non-U.S.) Entities (Foreign Organizations) are not eligible to apply. Non-domestic (non-U.S.) components of U.S. Organizations are not eligible to apply.
