About this opportunity

The Department of Energy's National Energy Technology Laboratory seeks research and development projects that advance human-centric analytics for quantifying and communicating grid risks and uncertainties to power system operators and decision-makers. Eligible applicants include domestic universities, colleges, DOE Federally Funded Research and Development Centers (FFRDCs), and non-profit research institutions serving as prime applicants, with encouraged partnerships involving electric sector partners and technology providers. Projects must address one of three subject matter areas: Risk Analytics, Cybersecurity and Grid Communications, or Human Factors, with work focusing on enhancing grid reliability and resilience through rigorous quantification of risks and uncertainties in the age of big data. Applications will be evaluated based on technical merit and innovation (40%), significance and impact (25%), project execution and management approach (15%), and team and resources (20%). The full application deadline is April 9, 2026, at 5:00 p.m. ET, with anticipated award notifications by July 24, 2026, and awards anticipated October 22, 2026.

Approximately $6.25 million in total funding is available for approximately 5 cooperative agreement awards of $1.25 million each, with a 36-month performance period from November 1, 2026, to October 30, 2029, and no cost share requirement.
