About this opportunity
The Federal Motor Carrier Safety Administration is soliciting applications for the FY2026 Commercial Motor Vehicle Operator Safety Training Program (CMVOST) to fund CDL operator safety training, with an application deadline of June 17, 2026, at 5:00 p.m. ET. No cost share or matching funds are required.
Eligible applicants include state governments, county governments, city or township governments, independent school districts, public or private institutions of higher education, federally recognized Native American tribal governments, nonprofits with 501(c)(3) tax-exempt status, small businesses, Hispanic-Serving Institutions, Historically Black Colleges and Universities, Tribally Controlled Colleges and Universities, and Alaska Native and Native Hawaiian Serving Institutions. All applicants must be accredited by a U.S. Department of Education-recognized accreditation agency or approved by the Department of Labor as eligible WIOA training providers and the Department of Veterans Affairs as VA benefits providers, registered on FMCSA's Training Provider Registry, and compliant with Entry-Level Driver Training regulations.
FMCSA anticipates awarding approximately $3.5 million total, with approximately 25 awards expected and a maximum award of $200,000 per recipient. The performance period comprises the fiscal year of award plus two additional fiscal years. The program prioritizes training current and former members of the U.S. Armed Forces, including National Guard and Reserve members, and their families. Eligible costs are limited to the applicant's published tuition rate (which may include DOT physicals, drug testing fees, and driver licensing fees if included in published rates) and indirect costs based on an approved indirect cost rate agreement.
Applications must include a 25-page project narrative addressing organizational capacity, problem statement, performance objectives, recruitment and training strategies, curriculum details with projected completion and CDL obtainment rates, job placement assistance, monitoring and evaluation protocols, comprehensive budget narrative, and supporting documentation including accreditation proof, published tuition rates, and Title VI Program Compliance Plans. FMCSA will conduct technical review, suitability assessment, past performance evaluation, and budget cost analysis. Award decisions are made within 90–120 days of the submission deadline, subject to fund availability.
CFDA 20.235. Applications submit through Grants.gov. FMCSA is hosting live office hours on May 28, 2026, from 3:00–3:30 p.m. ET at https://usdot.zoomgov.com/meeting/register/Ij8DRODkR82HF1aNfl3cOg and has posted a pre-recorded webinar at https://www.fmcsa.dot.gov/fy26grantfundingopportunities.
