About this opportunity
The Department of Labor, on behalf of the Department of Education, is soliciting applications for the Transitioning Gang-Involved Youth to Higher Education (TGIY) Program with a June 23, 2026 application deadline. The program does not require cost share or matching funds.
Eligible applicants include public and private higher education institutions, 501(c)(3) nonprofits, non-501(c)(3) nonprofits, and other entities that partner with IHEs to serve gang-involved youth. Approximately four awards are expected, ranging from $1,000,000 to $1,700,000 over 48-month project periods, with $5,000,000 in total estimated funding.
Projects must address two absolute priorities: direct service to gang-involved youth ages 14–24 pursuing higher education leading to certification or credentials, and support for career pathways and workforce readiness programs, particularly those involving registered apprenticeships, pre-apprenticeships, and work-based learning opportunities aligned with state priorities. A competitive preference priority worth up to 10 points applies to projects carried out by entities designated or endorsed by a Governor or chief state education official.
Applications are evaluated on five criteria: Need for Project (20 points), Significance (10 points), Quality of Project Design (30 points), Quality of Management Plan (30 points), and Quality of Project Evaluation (10 points). Three performance measures track effectiveness: enrollment in postsecondary programs, credential attainment, and participation in internships, apprenticeships, or work experiences.
The Assistance Listing number is 84.116Y. Applications must be submitted electronically through Grants.gov with a 65-page project narrative limit and include SF-424, SF-424A budget form, budget narrative, abstract, curriculum vitae, letters of support, and assurance/certification forms.
Synopsis
