About this opportunity

The Pipeline and Hazardous Materials Safety Administration (PHMSA) seeks applications from state agencies to fund underground pipeline damage prevention initiatives, with an application deadline of June 25, 2026 at 11:59 p.m. EST. Eligible applicants are state agencies authorized to conduct pipeline safety inspections under 49 U.S.C. § 60105 certification or § 60106 agreement and that comply with minimum standards under 49 U.S.C. § 6103, including state utility commissions, public service commissions, and pipeline safety bureaus.

Individual grants are capped at $60,000 per state recipient, with total program funding of $1,058,001 anticipated across an expected multi-state award cohort. Grant awards require 100 percent reimbursement upon execution with no cost share or matching requirement. The period of performance is 12 months from the award effective date. PHMSA anticipates award announcement no later than September 30, 2026.

Funded activities fall into three priority categories with tiered maximum request amounts: Priority 1 ($60,000 ceiling) covers compliance enforcement, state data collection and analysis, legislation and rulemaking, and agency start-up costs. Priority 2 ($20,000 ceiling) addresses operator membership initiatives, one-call center consolidation, and inspector and locator training. Priority 3 ($10,000 ceiling) covers state-provided training programs, educational materials, and awareness campaigns. Lobbying, conference fees, one-call center equipment, and subsidies for normal center operations are non-allowable. Projects requesting contractual services require pre-approval by PHMSA (Rex.Evans@dot.gov) before expenditure.

Applications are evaluated on three criteria: relevance to established funding priorities emphasizing public safety and excavator risk minimization; costs and project scope with clear goals, objectives, milestones, and measurable output measures; and past performance for previously funded applicants. Applicants with prior PHMSA One-Call grants must provide accomplishments and measurable results from previous periods.

Recipients must comply with 2 CFR 200, retain project records for three years, submit final reports within 120 days of grant period end, and comply with nondiscrimination and civil rights requirements. Pre-award costs require written PHMSA approval. Changes to scope, objectives, key personnel, or project period require advance written Agreement Officer approval submitted at least 30 days prior to the requested effective date.

CFDA: 20.721.
