About this opportunity

The Bureau of Educational and Cultural Affairs is soliciting a cooperative agreement to implement the FY 2026 Congress-Bundestag Youth Exchange for Young Professionals and Congress-Bundestag/Bundesrat Staff Exchange programs, with applications due August 14, 2026. One award of approximately $1,100,000 will be made. Eligible applicants are U.S. not-for-profit organizations, including public and private higher education institutions and civil society organizations. Organizations with fewer than four years of experience conducting international exchange programs are limited to $130,000 in awards. No cost share is required, though voluntary contributions are encouraged. All applicants must possess a Unique Entity Identifier and active SAM.gov registration.

The recipient will manage approximately 65 American and 65 German participants, ages 18.5-24, in year-long exchanges during Academic Year 2027-2028. American participants complete two months of in-country German language training, one semester at a German university or technical/professional school, and gain practical work experience. German participants study one semester at a U.S. educational institution and gain practical work experience. Both groups live with host families throughout the program year. The recipient will also coordinate round-trip airfare and administrative support (up to $35,000) for approximately 10 U.S. Congressional and 10 German parliamentary staffers participating in a short-term reciprocal exchange.

The performance period is 12 to 24 months, with the program year running July/August 2027 through June/July 2028. The recipient must conduct nationwide recruitment, merit-based selection, orientations, internship coordination (including placement of at least five German participants in a Congressional Internship Program in Washington, D.C. for a minimum six weeks), host family recruitment and support, participant health and accident insurance, and alumni engagement. Proposals must include a 20-page narrative addressing program vision, participating organizations, performance monitoring aligned with ECA's MODE Framework, and a detailed work plan, along with SF-424 forms, budget (SF-424A), and staff resumes. The funding opportunity number is DFOP0018692, assigned to CFDA 19.415 (Professional and Cultural Exchange Programs - Citizen Exchanges).
