About this opportunity

The Department of Transportation Pipeline and Hazardous Materials Safety Administration is soliciting applications for the FY 2026 Community Safety Grants program to fund national outreach and training initiatives assisting communities in preparing for and responding to hazardous materials transportation accidents and incidents, with applications due June 24, 2026.

Eligible applicants are nonprofit organizations recognized by the IRS as tax-exempt under section 501(c)(3) or other sections of the Internal Revenue Code, including both 501(c)(3) and non-501(c)(3) nonprofits as well as public and private higher education institutions. No cost sharing or matching funds are required.

PHMSA is making $1,000,000 available total, with individual award amounts ranging from $250,000 to $500,000. The period of performance is a minimum of 12 months and up to 24 months from the effective award date. Awards are anticipated by September 30, 2026.

The program prioritizes Class 3 flammable liquids transported by rail and training for state and local enforcement personnel responsible for enforcing safe hazardous materials transportation regulations. Projects must focus on national outreach and training delivery with quantifiable outputs. Ineligible expenses include pre-award costs without prior approval, personnel overtime or training stipends, and entertainment. Food and refreshments are generally unallowable except beverages such as water for training in rural locations or outdoor settings where hydration is essential.

Applications are evaluated on technical criteria (outreach capability and training capacity), programmatic criteria (organizational capacity, quantifiable outputs, cost reasonableness, monitoring strategies, and rural considerations), and budget alignment. PHMSA reviews applications for merit, clarity of project narrative coherence, and whether costs are necessary, reasonable, allowable, and allocable. Applications are rated as exceptional, acceptable, or unacceptable.

Standard application materials submitted through grants.gov include SF-424, SF-424A, lobbying certifications, and Title VI assurances, plus attachments for project narrative, budget narrative, indirect cost agreements or de minimis statements, and letters of support. Recipients expending $1,000,000 or more in federal funds annually must undergo audit. Annual Federal Financial Reports (SF-425) are due by December 30th, with final reports due within 120 days of performance period completion.

The Assistance Listing number is 20.711.
