About this file

This file is a Frequently Asked Questions (FAQ) document addressing allowable costs under the PHMSA HAZMAT Grants Program, specifically regarding food and refreshment expenses. Food and refreshments are generally unallowable costs; however, beverages such as water are permitted for training in rural locations or outdoor settings where hydration is essential for safe exercise execution. Applicants with unique circumstances requiring food coverage must include and justify such requests within their applications. Per 2 CFR 200.432, non-federal entities may pay for food as conference sponsors or hosts, with allowable conference costs including facility rental, speakers' fees, and meal and refreshment costs. PHMSA encourages applicants to plan adequate meal breaks and utilize per diem rates for conference attendees to purchase their own meals rather than having the federal agency cover these expenses.

The FAQ applies to the FY 2026 Community Safety Grant (CFDA 20.711) administered by the Department of Transportation Pipeline and Hazardous Material Safety Administration. These grants fund nonprofit organizations conducting national outreach and training programs to prepare communities for hazardous materials accidents and incidents, with emphasis on Class 3 flammable liquids transported by rail and training for state and local enforcement personnel. Grant applications are evaluated on merit, including project narrative clarity and budget cost reasonableness, with special emphasis on the coherence of proposals and whether costs appear necessary, reasonable, allowable, and allocable.

PHMSA HAZMAT Grants FAQ

1. Are food or refreshments an allowable cost for the PHMSA HAZMAT grants program?

Food or refreshments are generally unallowable under PHMSA’s Hazmat Grants Program. PHMSA encourages applicants to plan sufficient meal breaks and use per diem rates for conference attendees to purchase their own food. However, beverages such as water are needed for training in rural locations or during outdoor training, where hydration is essential to ensure exercises are conducted safely. If an applicant has a unique circumstance that may require food, the request to cover food costs should be included in the application and explained.

2 CFR 200.432 allows the non-federal entity to pay for food, not the federal agency.

Allowable conference costs paid by the non-Federal entity as a sponsor or host of the conference may include facility rental, speakers' fees, and meal and refreshment costs. 2 CFR 200.432 authorizes the agency to allow food at conferences if deemed reasonable and necessary. In general, PHMSA encourages applicants to plan sufficient meal breaks and use per diem rates for conference attendees to purchase their own food.
