About this opportunity

The Economic Development Administration is soliciting applications for its FY 2025 Public Works and Economic Adjustment Assistance Programs on a rolling basis with no application deadline until funds are exhausted. Eligible applicants include district organizations, Indian Tribes, states and local governments, institutions of higher education, 501(c)(3) and non-501(c)(3) nonprofits, economic development organizations, and public-private partnerships; individuals and for-profit entities are ineligible. EDA requires cost share ranging from 20 to 40 percent of project costs depending on regional distress levels, with EDA funding up to 60 to 80 percent of project costs; Indian Tribes and entities demonstrating exhausted borrowing capacity may qualify for up to 100 percent EDA funding.

Public Works projects receive awards ranging from $600,000 to $5 million with an expected average of $1.4 million; Economic Adjustment Assistance projects receive $150,000 to $2.5 million with an expected average of $650,000. Projects must be located in regions meeting EDA's economic distress criteria: unemployment at least one percentage point above national average, per capita income at or below 80 percent of national average, or a Special Need designation. Period of performance typically ranges from 12 to 24 months for non-construction projects and 12 to 48 months for construction projects, expected to complete within five years of award.

Applicants must align projects with at least one of five Investment Priorities: Critical Infrastructure, Workforce, Innovation and Entrepreneurship, Economic Recovery Resilience, or Manufacturing, and demonstrate consistency with a Comprehensive Economic Development Strategy. Two addenda provide additional opportunities: $5 million available to indigenous communities for capacity-building and planning projects ($75,000 to $200,000 range), and approximately $25 million for the AI Upskill Accelerator Pilot Program (5–8 awards of $1 million to $8 million, with July 10, 2026 deadline).

Applications are submitted through EDA's Economic Development Grants Experience (EDGE) platform at sfgrants.eda.gov and undergo Competitiveness Review followed by Investment Review Committee evaluation on feasibility, stakeholder support, economic resilience, strategic alignment, regional distress, job creation and private investment potential, and alignment with EDA Investment Priorities. CFDA numbers are 11.300 (Public Works) and 11.307 (Economic Adjustment Assistance).

Program Overview:

EDA has authority to provide grants to meet the full range of communities' and regions' economic development needs from planning and technical assistance to construction of infrastructure. These grants are made through a series of Notices of Funding Opportunity (NOFOs) that can be found on EDA's website at https://www.eda.gov/funding/funding-opportunities and are designed to support the economic development activities most useful to a community based on its needs and circumstances.
