About this file

The document is a Certification Regarding Lobbying (Form CD-511) from the U.S. Department of Commerce, which applies to federal grants, cooperative agreements, and contracts exceeding $100,000. The form requires applicants to certify that they have not used federal appropriated funds to influence or attempt to influence government officials or members of Congress in connection with the award or extension of federal financial assistance. If non-federal funds have been used for lobbying, the applicant must complete and submit a Standard Form-LLL 'Disclosure Form to Report Lobbying.'

The certification is a legal requirement under Section 1352, Title 31 of the U.S. Code, with significant penalties for non-compliance. Applicants who fail to file the required certification can be subject to civil penalties ranging from $10,000 to $100,000 for each failure, depending on the date of occurrence. The form mandates that the certification language be included in all subaward documents and that subrecipients must also certify and disclose accordingly. The authorized representative of the applicant must sign and date the form, affirming compliance with the lobbying restrictions.
