About this opportunity

The U.S. Department of State's Bureau of Cyberspace and Digital Policy seeks a single cooperative agreement award to advance the Fueling AI Innovation and Adoption (FAIIA) program, which will develop national AI readiness roadmaps, create policy and regulatory environments conducive to secure AI investment and innovation, and build cohorts of local AI experts in partner countries. Eligible applicants include U.S.-based for-profit and nonprofit organizations (excluding small businesses and institutions of higher education) that demonstrate deep expertise in artificial intelligence technologies, policy and regulatory reform, capacity building, and government modernization; applicants must possess a valid UEI and active SAM.gov registration, with multi-disciplinary consortiums featuring regional expertise in Southeast Asia and Pacific Island Countries strongly encouraged. Merit review will evaluate proposals on six criteria: project design quality (20 points), organizational capacity (30 points), project planning and ability to achieve objectives (30 points), monitoring and evaluation plan (5 points), budget and narrative justification (10 points), and sustainability planning (5 points). Applications must be submitted by May 11, 2026, at 11:59 p.m. and include mandatory federal forms (SF-424, SF-424A, SF-424B if applicable, and SF-LLL if applicable), a 25-page maximum proposal with detailed budget in Excel format and accompanying narrative, CVs, letters of partner support, audit documentation, and permission letters.

The cooperative agreement offers a single $4,000,000 award in FY24 Economic Support Funds for a 36-month performance period, with an anticipated project start date of May 2026. All program activities, including testing and sandbox environments and physical infrastructure, must be completed within this funding ceiling, requiring applicants to scope activities appropriately and provide tiered budgets if expansion is anticipated. Quarterly financial and performance reports must be submitted via MyGrants and the Payment Management System, and recipients must comply with branding and marking guidelines while maintaining separate accounting records by Foreign Assistance Data Review (FADR) data elements. The program's geographic focus is global with particular emphasis on Southeast Asia and Pacific Island Countries, with specific target countries to be determined through consultation with the Department of State during implementation.

Synopsis

The Fueling AI Innovation and Adoption (FAIIA) program tackles key obstacles to deploying and adopting artificial intelligence internationally. FAIIA advances the U.S. vision for AI innovation, competition, application, and governance. The program addresses several critical challenges. First, it opposes burdensome regulations that could hinder private sector innovation and undermine U.S. technological leadership. Second, it counters China's efforts to expand its authoritarian influence through AI, which promotes pro-China narratives, creates technological dependencies, and enables censorship. Additionally, FAIIA responds to China's false claims that the United States is restricting international partners' access to AI solutions.
