About this file

This file is a Questions and Answers document addressing clarifications on the Fueling AI Innovation and Adoption (FAIIA) funding opportunity (DFOP0017898), a $4 million cooperative agreement administered by the Department of State's Bureau of Cybersecurity and Digital Policy. Eligible applicants include U.S.-based 501(c)(3) nonprofits (excluding institutions of higher education), for-profit organizations (excluding small businesses), and Federally Funded Research and Development Corporations (FFRDCs). The program is designed with global scope, though preference may be given to applicants with demonstrated experience in Southeast Asia and Pacific Island Countries. Country selections will be determined through consultation with the State Department during implementation, but applicants are encouraged to propose specific target countries with supporting research and analysis in their applications. All program costs, including testing/sandbox environments and physical infrastructure, must be covered within the $4 million award ceiling; applicants should scope activities to available funding and provide tiered budgets if expansion is anticipated.

The document clarifies submission requirements and formatting guidance for applicants. Cover pages, executive summaries, tables of contents, and Key Personnel CVs may be excluded from page count limits, with CV length expandable to two pages if absolutely necessary. Applicants may modify provided templates to include organizational logos, page numbering, and confidentiality statements, and may use smaller fonts for tables, charts, and figures. All required federal forms include SF-424 and SF-424A; SF-424B is required only for organizations exempt from or not required to fully register in SAM.gov. The document does not specify an application deadline or anticipated award date.

FAIIA

Question from ApplicantCleared Answer
Could you please let me know if IHEs (e.g., Arizona State University [ASU]) would be eligible to apply and be the project lead on the following funding opportunity. Note: ASU is a public institution of higher education that is tax-exempt per 26 U.S.C. 115.):

Fueling AI Innovation and Adoption

1. Eligible Applicants The following organizations are eligible to apply:

•U.S.-based not-for-profit organizations, including think tanks and civil society/non-governmental organizations
Dear Kim,

Thank you for your interest in the FAIIA funding opportunity (DFOP0017898). Eligible applicants include nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education; for profit organizations other than small businesses non-for-profit; and Federally Funded Research and Development Corporations (FFRDC) organizations.

Dear CDP colleagues, Greetings from The Asia Foundation. We reviewed the Fueling AI Innovation and Adoption NOFO (Opportunity Number DFOP0017898) with great interest and would appreciate clarification on the program’s intended geographic scope.

• Geographic scope: While the priority region is listed as global, Page 4 of the NOFO notes that preference may be given to applicants with demonstrated experience and networks in Southeast Asia and the Pacific Island Countries (PICs). Is DOS seeking proposals that cover multiple regions globally, or would proposals focused on a single region (e.g., Southeast Asia or the Pacific) also be considered responsive?

• Country coverage: Does DOS have an anticipated range for the number of countries a project might engage (for example, a smaller set of pilot countries versus broader regional coverage)?

• Country selection: Are applicants expected to propose specific countries at the application stage, or would country selection be refined in consultation with DOS during implementation?

Thank you very much for your assistance.

Thank you for expressing interest in Opportunity Number DFOP0017898. Please find answers to each of your three questions below.

•Geographic scope: While the priority region is listed as global, Page 4 of the NOFO notes that preference may be given to applicants with demonstrated experience and networks in Southeast Asia and the Pacific Island Countries (PICs). Is DOS seeking proposals that cover multiple regions globally, or would proposals focused on a single region (e.g., Southeast Asia or the Pacific) also be considered responsive?
oIt is designed to be global in scope, so proposals should strive to cover multiple regions but could highlight specific examples within Southeast Asia or the Pacific to demonstrate past experience, if applicable.
•Country coverage: Does DOS have an anticipated range for the number of countries a project might engage (for example, a smaller set of pilot countries versus broader regional coverage)?
oWe do not have a number in mind, as the exact number of countries we may pursue during implementation is dependent both on the availability of funds and the proposed budgets submitted by applicants.
•Country selection: Are applicants expected to propose specific countries at the application stage, or would country selection be refined in consultation with DOS during implementation?
oCountry selections will ultimately be determined in consultation with CDP and other stakeholders during implementation. However, applicants are encouraged to include recommend targets of opportunity with supporting research and analysis for specific countries, in alignment with the overall scope of the NOFO, and explain the rationale for doing so.

After reviewing the NOFO: DFOP0017898, I would like to ask the following question:

1.Are US-based institutions of higher education eligible to apply for this funding?
Dear Melinda,

Thank you for your interest in the FAIIA funding opportunity (DFOP0017898). Eligible applicants include nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education; for profit organizations other than small businesses non-for-profit; and Federally Funded Research and Development Corporations (FFRDC) organizations.

Dear Grants Officer, We kindly request clarification on the following items:

1. Please confirm that costs for the testing/sandbox environments and physical infrastructure are not included in this $4M award ceiling. These costs could quickly consume the available funds.

2. How much control will the implementing partner have over country selection? Should applicants identify focus countries for activities in their NOFO response, or will CDP indicate the expected number and/or specific focus countries for activities?

Thank you for your attention to these questions.

Dear Sarah, Thank you for your interest in the FAIIA funding opportunity (DFOP0017898). See answers to your questions below.

1. Please confirm that costs for the testing/sandbox environments and physical infrastructure are not included in this $4M award ceiling. These costs could quickly consume the available funds.

•All goals and activities outlined in the funding opportunity, including costs for testing/sandbox environments and physical infrastructure, are expected to be covered by award funds. However, if applicants believe the current budget is insufficient to cover necessary costs, please scope proposed activities and outcomes to available funding and describe the program's potential for expansion and provide tiered budgets reflecting different levels of implementation. Clearly articulate this in the application's budget justification, explaining the rationale and how costs align with proposed activities.
•We do not have an expected number in mind, as the exact number of countries we may pursue during implementation is dependent both on the availability of funds and the proposed budgets submitted by applicants.

2. How much control will the implementing partner have over country selection? Should applicants identify focus countries for activities in their NOFO response, or will CDP indicate the expected number and/or specific focus countries for activities?

•Country selection will be determined in consultations with CDP and other stakeholders during implementation. However, applicants are encouraged to include recommended targets of opportunity with supporting research and analysis for specific countries, in alignment with the overall scope of the NOFO.
•We do not have an expected number in mind, as the exact number of countries we may pursue during implementation is dependent both on the availability of funds and the proposed budgets submitted by applicants, as well as Administration priorities.

Hello, I am leading the effort on behalf of my organization, Sandia National Laboratories, to apply for the funding opportunity: DFOP0017898. I would like to know, as a FFRDC, are we required to submit forms SF-424, SF-424A, and SF-424B?

Dear Paolo, Thank you for your interest in the FAIIA funding opportunity (DFOP0017898).

Forms SF-424 and SF-424A are required. The SF-424B is only required for organizations that are exempt or not required to fully register in SAM.gov. You will need to determine whether the B form is applicable to your organization or not.

Sincerely, CDP Foreign Assistance Team (DCCP-info@state.gov) U.S. Department of State Bureau of Cybersecurity and Digital Policy (CDP) Office of Science & Technology Innovation, Investment, and Cooperation (STIIC)
