About this opportunity
The Federal Emergency Management Agency seeks applicants for cooperative agreements to fund the National Urban Search and Rescue Response System's 28 national task forces, with applications due August 31, 2026. Eligible applicants are limited to sponsoring agencies of the 28 existing task forces; this is not an open competition to establish new task forces or expand the system.
Awards fund day-to-day administration, program and grant management, training, exercises, vehicle and equipment procurement, and storage and maintenance to maintain task force readiness independent of sponsoring agency resources. When deployed in response to Presidentially declared major disasters or emergencies under the Stafford Act, task forces conduct mass search and rescue operations and support stabilization and restoration of community lifelines in state, local, and tribal territories.
Recent three-year cooperative agreements (issued September 2025) ranged from $1.378 million to $1.544 million per award. Performance periods are three years. Program income earned by recipients must be added to the federal award and used for program purposes. Warehouse lease costs may be funded for a twelve-month consecutive period within the overall performance period with no guarantee of future-year funding; recipients may contract with option years for protection. Minor renovations to existing warehouse facilities (reconfiguration of office and storage space, ceilings, loading docks, lighting, HVAC, and security fencing) are permissible with National US&R Branch approval; construction and renovation costs that change facility footprint are prohibited. Recipients and subrecipients cannot develop or engage in unapproved tasks without post-award FEMA program office approval and a Grant Amendment.
FEMA will maintain ongoing contact with recipients to monitor projects and provide input on program direction. The Assistance Listing number is 97.025.
Synopsis
The National Urban Search and Rescue (US & R) Response System (the System) receives federal funding to ensure adequate day-to-day administration, program and grant management, training, exercise, procurement (vehicle and equipment) and storage and maintenance for the 28 national task forces. The funding ensures the 28 task forces can maintain their readiness independent of Sponsoring Agency funding. When deployed, these task forces provide federal support to state, local and tribal territories in response to natural and man-made incidents, conducting mass search and rescue operations in the immediate aftermath of an incident, and assisting with stabilization and restoration of community lifelines immediately following an incident.
