About this opportunity

The Federal Emergency Management Agency (FEMA) is offering the Fiscal Year 2025 Safeguarding Tomorrow Through Ongoing Risk Mitigation Revolving Loan Fund (RLF) Program to provide capitalization grants to state governments, U.S. territories, and federally recognized tribal governments. The objective of the program is to establish revolving loan funds that will offer low-interest loans to local governments for hazard mitigation projects and activities that reduce risks from natural disasters for homeowners, businesses, nonprofits, and communities. FEMA's priorities include promoting equity, supporting community-driven decision-making, and financing innovative mitigation projects. Applications must be submitted through the FEMA Grants Outcomes (GO) system by the priority funding deadline of July 1, 2025 for tribal governments and the final deadline of September 30, 2025.

The total available funding is $178,024,690 plus any unallocated funds from previous years. Individual grant awards will range from $5.1 million to $9 million, and applicants must provide a minimum 10% cost match. The period of performance is 24 months from the award date. Eligible projects include infrastructure modifications, building code adoption, and land use planning changes that increase resilience to natural hazards.

Update #2 · Latest ·

The objective of the Safeguarding Tomorrow RLF program is to capitalize or recapitalize entity-established revolving loan funds that will provide low-interest loans to local governments most in need of financing assistance to complete hazard mitigation projects and activities. The program aims to reduce risks from natural hazards for homeowners, businesses, nonprofit organizations, and communities in order to decrease the loss of life and property, the cost of insurance, and federal disaster payments. FEMA's primary priority for the Safeguarding Tomorrow RLF program is to capitalize entity revolving loan funds that will provide local governments most in need of financing assistance with low-interest loans to finance hazard mitigation projects in their entirety, or the non-federal cost share requirement for other FEMA HMA or Stafford Act mitigation grants.
