About this program
The Federal Emergency Management Agency (FEMA) operates the Safeguarding Tomorrow Revolving Loan Fund Program (CFDA 97.139) to capitalize revolving loan funds that provide low-interest financing to local governments for hazard mitigation projects, with the most recent grant award issued on August 6, 2026.
The program funds construction and modification of natural or built infrastructure to reduce disaster risks from drought, intense heat, severe storms including hurricanes and tornadoes, wildfires, floods, earthquakes, and other natural hazards. Eligible applicants are states, the District of Columbia, Puerto Rico, U.S. territories, and federally recognized tribes that have received a direct major disaster declaration under the Stafford Act. Recipients establish entity loan funds that they administer to provide direct loans to local governments for mitigation projects in their entirety or to cover non-federal cost-share requirements for other FEMA mitigation assistance programs. FEMA monitoring includes biennial audits and post-closeout reporting; recipients must contribute a match of not less than 10 percent of the capitalization grant amount.
The program remains highly active. FEMA awarded 15 grants totaling $153.4 million between March 2024 and August 2026, with award cadence accelerating from 6 awards in 2024 to 9 awards in 2026. All awards have been Project Grants, and all funding has come from FEMA Headquarters Financial Assistance Awards. Recent awards ranged from $5.1 million to $17.4 million, including Project Grant EMW2024ST00004 for $17.4 million, EMW2024ST00015 for $17.4 million, and EMW2024ST00011 for $15 million.
The Fiscal Year 2025 Notice of Funding Opportunity (DHS-25-STORM-139-00-99) opened January 14, 2025 with an application deadline of September 30, 2025. FEMA prioritizes capitalizing entity revolving loan funds for local governments most in need of financing assistance, with secondary priorities including building programmatic capacity, supporting community-driven decision-making, promoting equitable fund distribution, and funding innovative hazard mitigation projects. Applications are submitted through FEMA Grants Outcomes (GO) at https://go.fema.gov/. The program is authorized under the Infrastructure Investment and Jobs Act, with Congress appropriating $500 million total through fiscal year 2027 for capitalization grants and program setup.
