About this opportunity
The Department of State seeks eligible applicants to serve as Management Entities for Feed the Future Innovation Labs, a cooperative agreement opportunity designed to advance global food security through targeted agricultural research and innovation. Applicants must be Title XII institutions (land-grant, sea-grant, or Native American land-grant colleges) or other U.S. universities with demonstrable capacity in agricultural research and extension, and must have a valid Unique Entity Identifier and active SAM.gov registration. The program requires research addressing one or both core objectives: advancing agricultural science to increase productivity and mitigate production threats while reducing hunger and malnutrition, or increasing demand for nutritious foods through improved market pathways and private sector engagement. Merit review evaluates submissions on three criteria: quality of program idea (50 points), program planning and ability to achieve objectives (30 points), and organizational capacity and grant management experience (20 points). The Statement of Interest phase deadline is April 9, 2026, at 11:59 PM EST, with selected applicants invited to submit full proposals in Phase 2 following merit review.
Individual awards will range from $20 million to $40 million over the life of each award, with 5-7 total grants anticipated to be funded from approximately $64 million in FY 2026 Development Assistance funding. Projects must be completed within 60 months, with an anticipated start date no later than September 30, 2026, and continuation grants may be entertained beyond the initial budget period on a non-competitive basis. Research activities must target low- to middle-income countries as defined by World Bank income classifications, with priority geographic focus on the Western Hemisphere and Sub-Saharan Africa, while incorporating field testing and implementation requirements that align with U.S. policy priorities and national security and economic interests.
