About this opportunity
The Department of State is soliciting eligible U.S. colleges and universities, specifically land-grant institutions and sea-grant colleges, to serve as Management Entities for the Feed the Future Innovation Labs program. This cooperative agreement opportunity seeks targeted research that advances global food security through one or both core objectives: advancing agricultural science to increase productivity and reduce hunger through enhanced nutritious food supply, or increasing demand for nutritious foods and improving market pathways for government and private sector actors. Applicants must address areas of inquiry including agricultural systems and sustainable intensification, livestock and animal health, nutrition and food systems, and food safety, with geographic targeting aligned to U.S. foreign policy goals emphasizing low- to middle-income countries. The Statement of Interest (SOI) will be evaluated by a Merit Review Panel using three criteria: quality of program idea (50 points), program planning and ability to achieve objectives (30 points), and organizational capacity and record (20 points). The SOI deadline is April 9, 2026, at 11:59 PM EST, with approved applicants advancing to Phase 2 to submit full proposals including detailed budgets, monitoring and evaluation plans, and key personnel information.
The program anticipates awarding 5-7 cooperative agreements, each ranging from $20 million to $40 million over a performance period of up to 60 months, with $64 million total available in FY 2026 and outyear funding subject to availability. All applicants must register in SAM.gov with a Unique Entity Identifier and comply with federal funding restrictions including prohibitions on support for designated terrorist organizations and non-compliant unmanned aircraft systems. Research focus and place of performance will be determined through approved proposals but must align with strategic approaches by crop, commodity, or farming system in low- to middle-income countries, with an anticipated project start date no later than September 30, 2026.
