About this opportunity

The Department of State is soliciting research and innovation projects through the Feed the Future Innovation Labs cooperative agreement to advance global food security. Eligible applicants are limited to U.S. land-grant universities, sea-grant colleges, and Native American land-grant institutions, which may partner with domestic and international entities as subrecipients or contractors. Projects must address one or both core objectives: advancing agricultural science to increase productivity and mitigate production threats, or increasing demand for nutritious foods while improving market pathways. The Statement of Interest application will be evaluated using three criteria: Quality of Program Idea (50 points), Program Planning and Ability to Achieve Objectives (30 points), and Organizational Capacity and Record on Previous Grants (20 points). The Statement of Interest deadline is April 3, 2026, with selected applicants subsequently invited to submit full proposals for final merit review and funding decisions.

Approximately 5-7 awards are anticipated, with individual project funding ranging from $20 million to $40 million over the project lifetime, totaling $64 million in FY 2026 funding. Projects must be completed within a 60-month performance period, with an anticipated start date no later than September 30, 2026. The research will address global food security challenges across international regions, with emphasis on agricultural systems, livestock and animal health, nutrition and food systems, and food safety initiatives.

Synopsis
