About this opportunity

The Centers for Disease Control and Prevention is soliciting cooperative agreement applications to expand global health security through partnerships with the Indonesian Ministry of Health, with an application deadline of October 2, 2026. Eligible applicants include state and local governments, tribal governments, nonprofits (501(c)(3) and non-501(c)(3)), institutions of higher education, foreign entities, for-profit organizations, and small businesses.

Year 1 funding totals $3,000,000 with 1 to 2 awards anticipated. The cooperative agreement will support five 12-month budget periods over a five-year performance period. Component-specific ceilings apply: Component 1 (Core Global Health Security Priorities) is capped at $1,500,000, Component 2 (Rapid Small-Scale Emergency Response) at $5,000,000, and Component 3 (Rapid Large-Scale Emergency Response) at $10,000,000. Only Component 1 is expected to be funded in the initial award. Applicants must submit separate budgets and work plans for all three components.

All project activities must be conducted in Indonesia and focus on five key public health areas: real-time surveillance and reporting, laboratory systems, workforce development, emergency management and response, and health system strengthening and services delivery. Projects must build upon existing infrastructure from CDC-RFA-GH20-2120, address 2023 Joint External Evaluation recommendations, align with Ministry of Health strategic plans, and address gaps identified in the National Action Plan for Health Security.

A local partner funding preference offering 10 bonus points applies to organizations meeting specified criteria based on incorporation location, ownership, and staffing. Review criteria allocate 35 points each to background and approach and to evaluation and performance measurement plan, and 30 points to organizational capacity. The expected award start date is October 30, 2026. This opportunity falls under CFDA 93.318 (Protecting and Improving Health Globally: Building and Strengthening Public Health Impact, Systems, Capacity and Security).

Synopsis

This NOFO aims to foster partnerships that support collaboration between CDC and the Indonesian Ministry of Health (MOH) in achieving global health security goals, implementing International Health Regulations core principles, and effectively preventing, detecting, and responding to public health threats. Projects considered for this opportunity should focus on strengthening capacity in five key public health areas: Real-Time Surveillance and Reporting, Laboratory Systems, Workforce Development, Emergency Management and Response, and Health System Strengthening and Services Delivery. These projects should build upon the existing public health infrastructure and activities initiated in the previous CDC project CDC-RFA-GH20-2120. Additionally, they should address recommendations from the Joint External Evaluation 2023, align with MOH strategic plans, prioritize gaps identified in the National Action Plan for Health Security, and incorporate robust monitoring and evaluation of program performance and progress.
