About this opportunity

The Department of State's Office of the Nonproliferation and Disarmament Fund (ACN/NDF) seeks U.S.-based nonprofit organizations to provide comprehensive event management and logistical support for the 2027 Multilateral Action on Sensitive Technologies (MAST) Plenary, a multilateral forum focused on safeguarding sensitive technologies and preventing weapons of mass destruction diversion. Key requirements include planning and executing multiple events during the three-day plenary at the Harry S. Truman Building with anticipated attendance of up to 300 persons, managing attendee and speaker coordination, handling reservations and printing logistics, and executing on-site event operations including registration and technical support. A critical qualification is the applicant's ability to obtain State Department escort badges for at least ten staff members, requiring personnel to hold a minimum Public Trust clearance at the applicant's own expense. Applications will be evaluated on a 100-point merit scale, with selection authority held by ACN/NDF senior leadership, and must be submitted through MyGrants by 11:59 PM Eastern Time on July 1, 2026.

The single anticipated award is valued at $175,000 with a maximum performance period of 10 months, and cost-sharing is not required. The successful applicant will be responsible for comprehensive event planning, coordination, and execution throughout the duration of the cooperative agreement. Performance will take place at the Harry S. Truman Building in Washington, D.C., where the applicant will work directly with appropriate State Department offices to support all aspects of the 2027 MAST Plenary operations.

Update #2 · Latest ·

The Department of State's Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ACN/NDF invites U.S.-based non-profit/non-governmental organizations to submit proposals for projects that will advance the mission of NDF's event management project for the 2027 Multilateral Action on Sensitive Technologies (MAST) Plenary. MAST provides a coordinating forum for key foreign countries, which are producers and suppliers of sensitive technologies, to develop the tools and procedures needed to safeguard sensitive technologies possessing weapons of mass destruction (WMD) and enable capabilities from foreign diversion, exploitation, and potential misuse. These activities will reduce the potential for diversion of weapons-applicable sensitive goods and technologies, including through integration of data collection, development of response options, and coordinated multilateral execution. Working groups operate to regularize communication among the partners between plenary sessions and examine technology-related issues in greater detail. The successful applicant will support appropriate State Department offices with the planning, logistics, and execution of multiple events during the 2027 MAST Plenary hosted at the Harry S. Truman Building.
