About this opportunity

The Department of Health and Human Services' Office of Research Integrity (ORI) is soliciting grant applications for the Program Development and Evaluation Program to develop innovative approaches promoting research integrity and preventing scientific misconduct. The opportunity seeks projects focused on creating educational resources, risk assessment tools, and intervention programs for research institutions, with specific goals including developing interactive online training modules, designing assessment tools for identifying research misconduct risks, and implementing mentorship programs that foster ethical research practices. Eligible applicants include universities, hospitals, nonprofits, faith-based organizations, tribal organizations, and individual researchers, with applications due by July 30, 2025. Evaluation criteria will likely emphasize the potential impact of proposed interventions, their empirical basis, and ability to promote transparency and accountability in scientific research. The opportunity is authorized under 42 U.S.C. 241 and aims to support Public Health Service-funded research institutions in teaching responsible research conduct and preventing research misconduct.

The grant anticipates funding awards in 12-month budget periods with a total performance period of up to 24 months. While specific award amounts are not explicitly stated, similar historical grants in this program have ranged from $40,000 to $750,000. Continuation funding for subsequent budget periods will be contingent upon satisfactory project progress, appropriate federal fund stewardship, and alignment with government interests. The recipient will own copyright for developed materials, though the federal government retains royalty-free rights to reproduce and use these materials for federal purposes. Projects can be conducted domestically or internationally, provided they offer a direct benefit to Public Health Service-funded institutions in the United States.
