About this opportunity
The Centers for Disease Control and Prevention is soliciting cooperative agreement applications to strengthen global laboratory systems for detecting, managing, and responding to biological health threats, with an application deadline of July 15, 2026, at 11:59 p.m. Eastern Time.
Eligible applicants include state and local governments, public and private higher education institutions, 501(c)(3) and non-501(c)(3) nonprofits, tribal governments and organizations, special district governments, county and city governments, small businesses, for-profit organizations, and foreign entities. One application per organization UEI is permitted. Laboratory recipients previously funded under CDC-RFA-GH20-2109 may apply to expand efforts in additional countries and will receive special consideration.
The CDC expects to make 2–3 awards with total Year 1 funding of $6,000,000 across five consecutive 12-month budget periods. Component 1 (core global health security priorities) carries a ceiling of $2,000,000 and is expected to be funded initially; Component 2 (rapid small-scale outbreak response) and Component 3 (rapid large-scale outbreak response) are approved but unfunded pending future availability, with ceilings of $3,000,000 and $4,500,000 respectively. Awards are expected by the end of August 2026, with September 30, 2026, as the anticipated start date.
Work focuses on five core strategies: strengthening multi-level public health laboratory systems; improving quality management systems; developing skilled laboratory workforces; identifying and mitigating biological risks; and reinforcing emergency laboratory preparedness aligned with the 7-1-7 outbreak response paradigm. Performance occurs across specified geographic regions including Eastern Europe/Central Asia, Middle East/North Africa, South and Southeast Asia, Central America/Caribbean, East Asia/Pacific, and various African regions.
Merit review scores applications on background and approach (45 points), evaluation and performance measurement plan (25 points), and organizational capacity (30 points). Applicants must dedicate 5–10% of project funding to monitoring, reporting, and evaluation activities. Applications require a 60-page project narrative, budget narrative, evaluation and performance measurement plan, data management plan, and supporting attachments including organizational capacity statements and financial capability documentation.

Synopsis
Activities under this NOFO will focus on protecting and improving public health globally by: 1) strengthening public health laboratory systems; 2) improving public health laboratory workforce; 3) improving bio risk management; 4) reinforcing emergency laboratory preparedness in alignment with 7-1-7 outbreak response paradigm; 5) enhancing laboratory quality management systems and; 6) enhancing diagnostic capacity via rapid tests for low resource settings and genomic sequencing for pathogens of pandemic potential. Additionally, laboratory recipients previously funded under CDC-RFA-GH20-2109 may apply to expand efforts in additional countries with special consideration given to those countries.
