About this file
This document presents the Division of Global Health Protection (DGHP) Monitoring and Evaluation Partner-Level Indicators for FY 2026 (JG-26-0058), which establishes performance measurement requirements for grant recipients. The indicator menu spans five technical areas: Lab System Strengthening, Quality Management Systems, Laboratory Workforce, Biorisk Management Systems, and Emergency Laboratory Preparedness and Response to Outbreaks. Recipients must incorporate these partner-level indicators into their Evaluation & Performance Measurement Plan (EPMP), with a comprehensive indicator menu including detailed descriptions to be provided at the time of award. The indicators may change before award or in future years.
The document outlines specific measurable indicators across all five technical areas, including metrics such as training tools developed, training-of-trainer sessions held, proficiency testing rounds performed, External Quality Assurance Program participation, biosafety compliance, and specimen referral system implementation. Additional indicators track laboratory workforce development through risk mitigation strategies and Risk Communications and Community Engagement interventions, staff training and certification in testing and biosafety, biorisk assessment completion, and emergency preparedness measures including last-mile delivery of laboratory goods and real-time bio-surveillance establishment. Performance reports will be submitted to CDC in accordance with NOFO requirements, with overall performance reviewed during regular technical calls and joint strategic review meetings.

2.1.9. Number of supported sites participating in EQAP and/or approved PT programs and did not achieve a successful result that documented what corrective action would be, or was, taken to address unsuccessful results.
2.1.10. Number of supported sites participating in EQAP that achieved less than 100% score in more than one consecutive round.
2.1.11. Number of supported sites participating in approved PT programs that achieved a score of 100%.
2.1.12. Number of supported sites that participated in approved PT and did not achieve a successful result for every sample in the PT panel (qualitative) or scored less than 100% (quantitative) that documented what corrective action would be, or was, taken to address unsuccessful results.
