About this opportunity

The National Institutes of Health Office of Research Infrastructure Programs is soliciting applications to develop shared-use biomedical research facilities or HIV/AIDS research-supporting facilities, with applications due January 25, 2028. The NOFO supports two congressionally appropriated construction programs: the Biomedical Research Facilities (BRF) program, which funds construction or modernization of facilities advancing basic, translational, clinical, or behavioral science research across all areas, and the HIV/AIDS Research Facilities (HRF) program, which funds facilities and resources aligned with NIH Office of AIDS Research priorities, including research on long-term health consequences of HIV infection. Foreign organizations and non-domestic components of U.S. organizations are not eligible.

Eligible applicants include public and private institutions of higher education, nonprofit organizations with or without 501(c)(3) status, state and local units of government, tribal governments and organizations, school districts, and public or Indian housing authorities. Only one application per institution is permitted. Federal funds requested must range from $2 million to $8 million for BRF applications and $2 million to $4 million for HRF applications. Recent awards have ranged from under $1 million to $16 million, with typical major facility projects receiving $7 million to $9.9 million. The budget and project period extend up to 60 months. NIH will allocate at least 25 percent of BRF funds to Institutions of Emerging Excellence.

Allowable costs include architectural and engineering design fees, contingency fees (limited to 15 percent before bids and 10 percent after award), construction, fixed equipment, and commissioning fees. All design must conform to the NIH Design Requirements Manual and incorporate sustainable design principles; projects affecting 40 percent or more of floor area must obtain LEED or Green Globes certification. Review criteria include scientific merit and program organization, administrative and leadership capabilities, anticipated geographic and nationwide impact, project need, and design quality. NIH will conduct scientific merit review, oversee design technical review and construction, and monitor post-occupancy facility usage for a 10-year federal oversight period. The opportunity is assigned to CFDA 93.310 (Trans-NIH Research Support) and CFDA 93.352 (Construction Support).

This Notice of Funding Opportunity (NOFO) solicits applications to develop shared-use research facilities or research-supporting facilities that enable collaborative research and benefit broad research communities at large. The NOFO supports two existing construction programs: the Biomedical Research Facilities (BRF) program and the HIV/AIDS Research Facilities (HRF) program. The BRF program supports the construction or modernization of biomedical research facilities that advance basic, translational, clinical, or behavioral science research in all areas. Intended facilities include shared research spaces, core facilities, biorepositories, or other shared-use resource facilities that serve a broad scientific community with a significant, long-term impact on biomedical research. The HRF program funds the development of HIV/AIDS research or research-supporting resources that the empowered research activities must align with the NIH Office of AIDS Research (OAR) priorities, as outlined at OAR HIV/AIDS Research Priorities, including research focusing on the long-term health consequences of HIV infection.NIH encourages applications from institutions across all geographic regions of the country, including Institutions of Emerging Excellence (IEE) in biomedical research, to strengthen the nation"s research capacity.
