About this opportunity
The Defense Production Act (DPA) Title III Expansion of Domestic Production Capability and Capacity program, administered by the Department of the Air Force Research Laboratory, seeks to create, maintain, protect, expand, and restore domestic industrial base capabilities essential for national defense. This hybrid funding opportunity uses cooperative agreements to support projects addressing three broad topic areas: Sustainment of Critical Production, Commercialization of Research and Development Investments, and Scaling of Emerging Technologies. Applicants must demonstrate manufacturing capability and experience, quality of technical approach, business viability, merchant supplier orientation, and competitive cost-pricing. The government evaluates proposals based on five primary criteria addressing manufacturing experience, technical merit, financial sustainability, market orientation, and cost-effectiveness. The FOA remains open through July 12, 2026, with white paper submissions currently suspended pending further notice; interested parties should monitor SAM.gov for updates on submission procedures and contact the Technical Point of Contact, Jeffrey T. Hubert, at AFRL/RXM for technical questions.
The total program funding is estimated at $9.0 billion, comprising $4.5 billion in government cost share and $4.5 billion in recipient cost share, with individual projects typically ranging from $10 million to $25 million though exceptions may apply. The FOA will remain open for white paper submissions and call issuances for an eighty-four (84) month period, with performance periods typically spanning three to five years. Projects must meet domestic source requirements, comply with Generally Accepted Accounting Principles (GAAP), and demonstrate security compliance including operations security and controlled unclassified information handling. Performance locations will be distributed across the United States, supporting regional industrial base development in critical defense-related industries including rare earth elements, advanced materials, strategic minerals, aerospace components, and specialized electronics manufacturing.
