About this opportunity
The U.S. Department of State Bureau of Democracy, Human Rights, and Labor seeks applicants for grants supporting analysis of how malign foreign governments and state-backed actors weaponize migration flows to destabilize Central and Eastern European democracies, with applications due August 28, 2026 at 11:59 PM EDT. This is a single-award competition with total available funding of $1,973,359.00, covering a single project award at that amount.
Eligible applicants include U.S.-based and international not-for-profit organizations, think tanks, civil society organizations, public and private educational institutions, for-profit organizations, individuals, and public international organizations. All organizations except individuals must obtain a Unique Entity Identifier and register with SAM.gov prior to application. Cost sharing is not required and will not improve competitive ranking.
Projects should be completed within 24 to 36 months with an anticipated start date of September 30, 2026. Program objectives focus on identifying and documenting how malign state actors weaponize migration, including identifying push and pull factors, documenting propaganda targeting migrants from the Near East, Africa, and South Asia, determining the role of state-backed actors in migration flows, and developing implementable policy recommendations.
Applications must include SF-424 series forms, a 15-page maximum proposal addressing organizational capacity, problem statement, goals and objectives, activities, methods, timeline, monitoring and evaluation plans, security plans, and budget justification, plus detailed line-item budget in Excel format with budget narrative and key personnel bios. Review criteria include program quality and feasibility, organizational capacity, planning ability, budget reasonableness, monitoring capability, and sustainability. Electronic submission is required through Grants.gov or MyGrants. The program operates under CFDA 19.345, International Programs to Support Democracy, Human Rights and Labor. All funded organizations must comply with 2 CFR Subpart F audit requirements annually and maintain records for seven years.
Synopsis
The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) seeks to support analysis that increases understanding of how malign foreign governments and their proxies weaponize migration to serve their geopolitical ends. Similar to East Germany's Soviet-backed trafficking of migrants from developing countries into West Germany to stoke social tensions in the 1980s, nefarious state and state-backed criminal actors, seek to lure migrants from the Middle East, Africa, and South Asia to Central and Eastern European democracies to weaken and destabilize them. In addition, such nefarious actors exploit or exacerbate conflicts in other regions and channel conflict-affected populations toward Europe. Thus, DRL announces an open competition for proposals for programs to analyze and develop approaches to expose and counter such weaponized migration.
