About this opportunity

The Department of State's Bureau of Counterterrorism is soliciting cooperative agreement proposals to counter foreign terrorist organizations' exploitation of illicit mining, with an application due date of July 15, 2026, at 5:00 PM EDT. The funding ceiling is up to $4.933 million from FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs funds, with at least one award anticipated for a performance period of up to 24 months beginning September 30, 2026.

Eligible applicants are unrestricted: not-for-profit organizations, educational institutions, for-profit organizations, and public international organizations must obtain a Unique Entity Identifier and maintain active SAM.gov registration before submission. All applicants must focus on the Western Hemisphere, particularly Colombia, Mexico, Peru, Ecuador, Venezuela, and the Amazon basin, where illegal gold mining finances FTOs and transnational criminal organizations. Host-nation coordination and Leahy vetting of any proposed law enforcement units are implementer responsibilities, with the Department providing coordination support through U.S. Embassy personnel post-award. Cost-sharing is encouraged and must be documented with written records; indirect costs may be claimed using a current Negotiated Indirect Cost Rate Agreement or up to 15 percent of Modified Total Direct Costs if no NICRA exists.

Proposals must address three primary lines of effort: capability assessment of host-nation enforcement gaps and FTO-mining links, investigation and intelligence strengthening for law enforcement, and countering terrorism financing through disruption of illicit financial flows. Applicants must take an integrated approach including civilian law enforcement, mining sector regulators, judges and prosecutors, and civil society where appropriate. The proposal, not exceeding 12 pages in 12-point Times New Roman font, must include a logic model, performance monitoring plan incorporating at least three CT-relevant indicators, and letters of support.

Evaluation criteria are quality and feasibility (30 points), organizational capacity (20 points), program planning and outcomes (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). The Department maintains substantial involvement throughout implementation, including approval of workplans, training curricula, media communications, and ministerial-level engagements. Awards are funded under CFDA 19.701 (Global Counterterrorism Programs).

Synopsis

The U.S. Department of State's Bureau of Counterterrorism (CT) is seeking proposals for an initiative that will address the exploitation of illicit mining by violent FTOs. Special focus should be on the relationship and involvement of FTOs and transnational criminal organizations (TCOs) in the space. Competitive proposals should take an integrated approach to the threat and include civilian law enforcement, mining sector regulators, judges and prosecutors, and civil society where appropriate.
