About this opportunity

The Department of State Bureau of Counterterrorism is soliciting applications for a cooperative agreement to address exploitation of illicit mining by violent foreign terrorist organizations and transnational criminal organizations in the Western Hemisphere, with applications due July 15, 2026 at 5:00 PM EDT. Total available funding is $4,933,399 with at least one award anticipated up to that amount.

Eligible applicants include not-for-profit organizations, think tanks, civil society and nongovernmental organizations, public and private educational institutions, for-profit organizations, and public international organizations or governmental institutions. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Cost-sharing is encouraged but not required.

The performance period runs up to 24 months with an anticipated program start of September 30, 2026. Projects may be proposed across up to three Western Hemisphere countries including Colombia, Mexico, Peru, Ecuador, Venezuela, and the Amazon basin region. The program requires an integrated approach addressing three lines of effort: capability assessment (identifying enforcement gaps and FTO connections), investigation and intelligence (strengthening law enforcement detection and disruption), and countering terrorism financing (tracking and disrupting illicit financial flows). Projects must involve civilian law enforcement, mining sector regulators, judges, prosecutors, and civil society stakeholders where appropriate.

Applications must include a proposal not exceeding 12 pages with situational analysis, problem statement, project activities, logic model, theory of change, performance monitoring plan (requiring at least three counterterrorism standard indicators including at least one outcome-level indicator), timeline, key personnel, project partners, sustainability plan, and budget narrative. Evaluation criteria weight program idea quality and feasibility (30 points), organizational capacity and prior grant performance (20 points), program planning and outcome achievement (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points).

The funding instrument operates under CFDA 19.701 (Global Counterterrorism Programs) and is supported by FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funds.

Synopsis

The U.S. Department of State's Bureau of Counterterrorism (CT) is seeking proposals for an initiative that will address the exploitation of illicit mining by violent FTOs. Special focus should be on the relationship and involvement of FTOs and transnational criminal organizations (TCOs) in the space. Competitive proposals should take an integrated approach to the threat and include civilian law enforcement, mining sector regulators, judges and prosecutors, and civil society where appropriate.
