About this opportunity
The Department of Health and Human Services Administration for Children and Families is accepting applications for the Competitive Personal Responsibility Education Program (PREP) with an application deadline of August 31, 2026, at 11:59 p.m. Eastern Time. Funding is restricted to applicants located in and serving California, Florida, American Samoa, or Marshall Islands—states and territories that did not accept FY2026 State PREP formula allocations.
Eligible applicants include nonprofits (501(c)(3) and non-501(c)(3)), for-profit organizations, small businesses, faith-based organizations, tribal governments (federally recognized and not federally recognized), independent school districts, city/township and county governments, special district governments, public and private higher education institutions, and public or Indian housing authorities. Individuals, sole proprietorships, federal entities, and foreign entities are ineligible.
Total program funding is $7,398,951 distributed across 11 awards. Individual award amounts range from $250,000 (floor) to $750,000 (ceiling), with California receiving $6,148,951, Florida $750,000, American Samoa $250,000, and Marshall Islands $250,000. This is full funding for a three-year project period with one budget period and an expected project start date of September 30, 2026.
Projects must educate youth ages 10–19 and pregnant and parenting youth under age 21 on abstinence and contraception to prevent pregnancy, sexually transmitted infections, and HIV/AIDS. Projects are required to implement at least three of six congressionally mandated adulthood preparation subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills. Programs must use evidence-based curricula, implement with fidelity, ensure medical accuracy and age-appropriate and culturally appropriate content, include referrals to youth-friendly services, and demonstrate trauma-informed care and positive youth development approaches. Recipients must have projects fully operational within 90 days of Notice of Award, collect and submit OMB-approved PREP performance measures biannually, budget attendance for two key staff at the annual Adolescent Pregnancy Prevention Grantee National Training, and attend at least one additional topical training session during the project period.
Merit review evaluation criteria total 110 points: Purpose and Need (20 points), Response and Approach (47 points), Impact (6 points), Resources and Capabilities (22 points), Line-Item Budget and Budget Narrative (5 points), and ACF Priority Alignment (10 points). ACF may consider geographic distribution, emerging or underserved populations, and may fund applications in whole or in part at amounts lower than requested.
The program operates under Assistance Listing 93.092.
