About this file
This is a Notice of Funding Opportunity (NOFO) for the Competitive Personal Responsibility Education Program administered by the Administration for Children and Families (ACF), Family and Youth Services Bureau (FYSB), Division of Positive Youth Development. The application deadline is August 31, 2026, at 11:59 p.m. ET for electronic submissions. The expected project start date is September 30, 2026. The program offers competitive grants with a total expected program funding of $7,398,951 distributed across 11 awards. Individual award amounts range from a minimum of $250,000 to a maximum of $750,000. Eligible applicants are limited to local organizations and entities in four specific states and territories that did not accept state allotments of PREP funding: California ($6,148,951), Florida ($750,000), American Samoa ($250,000), and Marshall Islands ($250,000).
The program funds projects to educate youth ages 10-19 (and pregnant/parenting youth under 21) on abstinence, contraception, and adulthood preparation subjects, with emphasis on preventing teen pregnancy and sexually transmitted infections, including HIV/AIDS. Projects must implement evidence-based or evidence-informed programs, incorporate at least three of six congressionally mandated adulthood preparation subjects (healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills), and provide age-appropriate, medically accurate, and culturally appropriate content. Recipients must submit performance and financial reports semiannually, participate in national evaluations if selected, attend mandatory training sessions, budget for two staff members to attend the 2.5-day Adolescent Pregnancy Prevention Annual Grantee National Training, and ensure projects are fully operational within 90 days of award. Projects must maintain a substantive role and cannot function primarily as pass-through conduits for funds. Applicants are subject to federal regulations under 2 CFR 200 and 45 CFR 75, along with HHS administrative requirements and the applicable program statute (42 U.S.C. 713).
