About this opportunity

The Department of State Bureau of International Narcotics and Law Enforcement Affairs is soliciting applications for a cooperative agreement to establish an analytical center within the Bosnia and Herzegovina State Prosecutors Office combating transnational criminal organizations, with applications due August 17, 2026. Cost share is recommended but not required.

Eligible applicants are U.S.-based and foreign non-profit organizations and educational institutions that demonstrate extensive knowledge and proven experience in data-driven investigations, open-source intelligence, and advanced analytical methodologies. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration.

Total funding available is $650,000 for one award. Applicants must request between $550,000 and $650,000. The project implementation period is 30–36 months, with an anticipated start in October 2026. Place of performance is within the Bosnia and Herzegovina State Prosecutors Office.

The project will build sustainable analytical expertise, integrate analytics into prosecutorial practice, strengthen financial and cryptocurrency evidence management, build judicial expertise, and improve national and international cooperation to combat TCOs through illicit finance, corruption, narcotics trafficking, and cross-border criminal activity. Applicants are not required to address all five Key Objectives listed in the NOFO and may propose objectives aligned with INL's goals. The program does not include procurement of equipment, software, or licenses; information-sharing infrastructure should focus on developing documented, standardized protocols rather than procuring digital platforms, though existing systems may be deployed. Travel budgets must use U.S. Government GSA and Department of State per diem rates as the ceiling.

The opportunity is funded under CFDA 19.703 (Criminal Justice Systems) through FY2022 and FY2023 International Narcotics Control and Law Enforcement funds. Recipients must submit quarterly performance reports through INL's DevResults system and comply with the Leahy Amendment vetting, trafficking in persons compliance, and branding and marking requirements. The Proposal Narrative is limited to 20 pages, including the Cover Page, Table of Contents, and Executive Summary.

Synopsis

This project will fully support a newly established analytical center within the Bosnia and Herzegovina State Prosecutors Office that can provide a data-driven analysis and tailored investigative mentoring to combat TCOs that threaten U.S. security through illicit finance, corruption, narcotics trafficking, and other cross-border criminal activity.
