The Department of State Bureau of International Narcotics and Law Enforcement Affairs is soliciting applications for a cooperative agreement to strengthen Colombian law enforcement capacity to investigate, arrest, and prosecute forced child recruitment by Foreign Terrorist Organizations and Transnational Criminal Organizations, with applications due July 21, 2026 by 11:59 PM EST.

Eligible applicants include U.S.-based and foreign non-profit organizations, educational institutions, and for-profit entities with documented experience implementing criminal justice projects outside the U.S. and prior implementation experience in Colombia. The lead applicant must independently meet criminal justice experience requirements, though partner organizations' experience is considered in technical evaluation. Public International Organizations cannot apply as lead applicants and may serve only as sub-recipients.

The award ceiling is $4,000,000, with award floor at $3,500,000. One award is anticipated. No cost share or matching requirement is specified.

The initial implementation period spans 24 months beginning September 2026. Work is performed in Colombia, with the lead applicant's project management and oversight personnel required to be based there.

The recipient must train and advise the Colombian National Police and Attorney General's Office, develop specialized investigative and prosecutorial capabilities targeting Articles 162 and 188D of Colombian criminal code, enhance intelligence-sharing, implement technological tools for online evidence collection, and engage with social media companies and faith-based organizations. Key performance areas include arrests, prosecutions, and convictions of FTO and TCO members involved in child recruitment, investigation outcomes, law enforcement training, leveraged funds, new prioritized regions, and minor disengagement metrics. Annual work plans, travel plans, expenditures, event planning, activity changes, and municipal prioritization require INL approval.

Applications must include a 15-page narrative, performance monitoring plan with change map and indicator reference sheet, project risk analysis, timeline, organizational information, and detailed budget with narrative. Applicants must obtain a Unique Entity Identifier and maintain SAM.gov registration.

The opportunity is funded under CFDA 19.705 (Trans-National Crime) using FY24 International Narcotics Control and Law Enforcement funds. The funding opportunity number is OFOP0002934.

Synopsis

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to combat forced child recruitment by Foreign Terrorist Organizations (FTO) and Transnational Criminal Organizations (TCO) in Colombia. Combating forced child recruitment weakens illegal armed groups by depriving them of members and reduces their ability to engage in criminal activities that threaten U.S. national security. This project will support Colombian efforts to combat forced child recruitment by enabling law enforcement to investigate, arrest, and prosecute recruiters.
