About this opportunity
The Department of State Bureau of International Narcotics and Law Enforcement Affairs is soliciting applications for a cooperative agreement to combat forced child recruitment by Foreign Terrorist Organizations and Transnational Criminal Organizations in Colombia, with applications due July 15, 2026.
Eligible applicants are U.S.-based and foreign-based nonprofit organizations, educational institutions, and for-profit organizations with successful experience implementing criminal justice projects outside the U.S. and in Colombia. Applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Cost sharing is recommended but not required.
The award is a single cooperative agreement ranging from $3.5 million to $4 million, with a 24-month performance period beginning September 2026. The project will strengthen Colombian law enforcement's capacity to investigate, arrest, and prosecute forced child recruitment by training and assisting the Colombian National Police and Attorney General's Office. INL will be substantially involved through approval of annual work plans, monitoring and evaluation plans, selection of prioritized municipalities and departments, and participation in relevant committees.
The proposal narrative is limited to 15 pages and must address project context, theory of change, implementation plan, evidence base, risk analysis, performance monitoring plan with Change Map and Illustrative Performance Indicator Reference Sheet, timeline, organizational information, key personnel, partner information, and detailed budget with narrative. Applications must include SF-424, SF-424A, budget spreadsheets, organizational audit reports if required, and pre-award risk survey responses, submitted through grants.gov. The funding opportunity number is OFOP0002934 under CFDA 19.705 (Transnational Crime).
Synopsis
The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to combat forced child recruitment by Foreign Terrorist Organizations (FTO) and Transnational Criminal Organizations (TCO) in Colombia. Combating forced child recruitment weakens illegal armed groups by depriving them of members and reduces their ability to engage in criminal activities that threaten U.S. national security. This project will support Colombian efforts to combat forced child recruitment by enabling law enforcement to investigate, arrest, and prosecute recruiters.
