About this opportunity

The Department of State Bureau of International Narcotics and Law Enforcement Affairs is soliciting applications for a cooperative agreement to combat forced child recruitment by Foreign Terrorist Organizations and Transnational Criminal Organizations in Colombia, with an application due date of July 15, 2026. This is a single-award opportunity with total funding of $4 million; applicants must request between $3.5 million and $4 million.

Eligible applicants include U.S.-based and foreign-based non-profit organizations, non-governmental organizations, educational institutions, and for-profit organizations with successful experience implementing criminal justice projects outside the United States and specific experience in Colombia. Applicants must demonstrate expertise in the Colombian legal system and maintain staff based in Colombia. Cost share is recommended but not required.

The initial project implementation period is 24 months with an estimated start date of September 2026. Work is performed in Colombia, with primary focus on the departments of Cauca, Valle del Cauca, Narino, Choco, Cali, and Medellin.

The project will train, advise, and assist the Colombian National Police and Attorney General's Office to investigate and prosecute forced recruitment and criminal use of minors under Colombian criminal code Articles 162 and 188D. Key activities include specialized training, technological tools for online evidence collection, enhanced intelligence-sharing, and law enforcement coordination. The project must engage with social media companies, local organizations (particularly faith-based organizations), and Colombian government partners.

Standard compliance requirements include Unique Entity Identifier registration, active SAM.gov registration, and Leahy Amendment vetting. The assistance listing is CFDA 19.705 (Trans-National Crime program). Questions are due by June 18, 2026. Unsuccessful applicants will be notified by October 2026.

Synopsis

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to combat forced child recruitment by Foreign Terrorist Organizations (FTO) and Transnational Criminal Organizations (TCO) in Colombia. Combating forced child recruitment weakens illegal armed groups by depriving them of members and reduces their ability to engage in criminal activities that threaten U.S. national security. This project will support Colombian efforts to combat forced child recruitment by enabling law enforcement to investigate, arrest, and prosecute recruiters.
