About this opportunity
The Department of Labor Employment and Training Administration seeks applications for Change 1 to the Industry-Driven Skills Training Fund Grant Program from State Workforce Agencies, with applications due August 17, 2026. Approximately $40 million will fund 5–13 grants ranging from $3 million to $8 million each, with a minimum of $5 million dedicated to shipbuilding industry training.
Eligible applicants are State Workforce Agencies that were not Round 1 grantees and are not currently designated as "at-risk" or subject to grant drawdown restrictions. Applicants must target one or more priority industries: skilled trades, artificial intelligence infrastructure occupations, advanced manufacturing, nuclear energy, domestic mineral production, information technology, and aerospace (newly added in this round).
A minimum of 90 percent of grant funds must support employer training cost reimbursements, with the remaining 10 percent allocated to program operations. Grantees will partner with eligible employers to provide outcomes-based training to newly hired and incumbent workers aged 17 and older, proposing reimbursement models that cover up to 80 percent of actual training costs. Successful applicants must establish per-employer and per-employee training cost reimbursement ceilings.
Awards are anticipated to begin October 1, 2026, with a 45-month period of performance including an initial 60-day project planning phase. The CFDA number is 17.280. Applications are submitted via Grants.gov and must include SF-424, SF-424A with budget narrative, and an eight-page project narrative addressing statement of need, implementation and management plans, employer outreach and engagement strategies, employer participation eligibility criteria, and evidence of past workforce training program innovation. Grantees will provide quarterly performance reports through the Workforce Integrated Performance System tracking employer participation, participant completion, credential attainment, employment retention, and WIOA primary performance indicators. Grant awards are subject to review under Executive Order 14332.
