About this opportunity
The Department of Labor Employment and Training Administration is soliciting applications for Change 1 to Training and Employment Guidance Letter 02-25, the Industry-Driven Skills Training Fund Grant Program, with an application due date of August 17, 2026.
Eligible applicants are state governments and other applicant types as specified in the underlying WIOA Dislocated Worker National Reserve Demonstration Grants program (CFDA 17.280), which includes state and local governments, federal agencies, private nonprofit and for-profit organizations including faith-based and community-based organizations, and educational institutions. Applicant eligibility may be restricted to specific classes under the particular announcement.
The program funds pilot and demonstration projects developing and implementing innovative workforce training models and employment services for dislocated workers, incumbent workers, and new entrants. Funded projects test specialized methods across diverse industries including skilled trades, artificial intelligence infrastructure, shipbuilding, and advanced manufacturing. The program emphasizes broad flexibility to provide training in multiple sectors while generating outcomes and lessons learned that inform broader workforce development practices nationally.
Recent awards under this program have ranged from approximately $3 million to $8 million per recipient, with total program funding near $30 million. Performance periods typically extend 36 to 48 months. Work is performed at grantee locations and partner institutions throughout each grantee's service area, which may encompass multiple counties or entire states.
Project extensions are available upon approval by the Grant Officer, though renewals are not automatic. Recipients must maintain financial records for three years following final payment. A technical review panel composed of peer reviewers evaluates eligible applications and prepares a report identifying strengths, weaknesses, and cumulative rating for the Grant Officer's selection decision.
Questions may be directed to daniela.m.petchik@dol.gov or brinda.ruggles@dol.gov.
